In the rapid pace of growing technology, networks tend to be large and complex. Managing such a networks is increasingly more difficult. Network Management in general consists of two activities: monitoring and controlling. The monitoring part concerns observing and analyzing the status and behavior of network elements. One of the most important issues in network monitoring is performance monitoring, there are too many performance indicators in use. These indicators involves measuring the performance of a network and its resources in terms of utilization, throughput, error rates, availability, and response times, some of this indicators are supported by some manufactures only. In the proposed system, response time indicator will be adopted to evaluate performance of a network through design and implement an agent that performs periodically monitoring the response time of attached devices and analysis it. The proposed agent consists of five parts, first, checking the network connection of the host which run the agent, second, getting network information about attached devices such as IP address, MAC address and Host name, third, testing authentication of these attached devices, fourth, gathering periodically a response times for each attached devices, fifth, analysis this information (response time) and gives the results about response time indicator for each attached devices. Sending ICMP (Internet Control Message protocol) packets to all attached devices will be used to get the response time of each attached devices. To guarantee the identity of attached devices, MAC (Media Access Control ) address must be adopted because it is unique and will not be changed, rather than IP address which it may be changed from one time to another. For getting MAC addresses of attached devices, ARP
II (Address Resolution Protocol) request will be used. In addition, the proposed agent can detect foreign devices. The proposed system yielded satisfied results when it is tested practically to gather the response times of attached devices on the network.
