Recently, the wireless sensor network, as a data acquisition system, and the information communication technology is widely used to improve the medical environment. Online telemedicine systems are useful due to the possibility of timely and efficient healthcare services. Patient monitoring consumes the medical staff’s time and continuous monitoring was not possible. Furthermore, there is no reference database for previous patient’s data and no integrated linking of the physician, pharmacy, laboratory, and the hospital management. Moreover, the pharmacist cannot refer to a database to avoid treatment conflicts. This research developed new system to provide a capability for important physiological data, lab investigating, doctor’s notes’ diagnoses’ and treatments to improve the quality of healthcare services for patient and doctors. The methodology of this system is divided into two parts, 1) data entry and querying system and 2) wireless monitoring and acquisition system. The first part is a desktop application and database on the server. An employee will enter the information about the patient, doctor, lab doctor, and pharmacist through a desktop application. That information will be stored in the database. All queries about the patient’s statue and physiological signals come from that database. The simulation scenario has two nodes one patient node and hospital node. The patient node contains one of the temperature, blood pressure, heartbeat and pulse oximeter (SPO2) sensors. The sensors are placed on patient's body to collect the real-time physiological data about his health. Sensors connected to microcontroller and data from microcontroller are transmitted to the server through wireless communication. Proteus software was used as a simulation tool, and, visual studio 2010 VB.net and SQL server 2008 was used for the database and interfaces. The important experiential results of the system were the accuracy and a fully interconnected medical environment units with the patient. Furthermore, the system has provided a paperless system and the transmission of that data done with no errors in all conditions. All patient's data are stored on a single server and the doctor can continuously monitor the patient's condition and can access the information whenever needed and not need to be physically present. In conclusion, using this system will help the doctor continuously monitor the physiological signals of patients in real time. This study recommends adding more sensors like EMG and ECG sensor to measure other parameters. Furthermore, GSM can be used to send SMS alarming messages to a medical staff when the monitored data go outside their normal ranges.

تهدف هذه الدراسة إلى معرفة كيفية تنفيذ الرقابة الميزانياتية على النفقات العامة لضمان سلامة إجراءات صرفها. تُعد هذه الرقابة من أبرز الوسائل التي اعتمدتها الدولة الجزائرية للحفاظ على المال العام وتحقيق أهداف المجتمع في تلبية احتياجاته.أظهرت نتائج الدراسة أن الدولة تبذل جهودًا حثيثة للحفاظ على المال العام، حيث قامت بإجراء إصلاحات جديدة تمثلت في القانون العضوي 15-18 المتعلق بقوانين المالية، والقانون 23-07 الذي يخص قواعد المحاسبة والتسيير المالي، بالإضافة إلى المرسوم التنفيذي 24-347 الذي يحدد كيفية ممارسة الرقابة الميزانياتية. تُعتبر هذه الإصلاحات أساسية، إذ تهدف إلى تعزيز الشفافية والمصداقية وتحقيق الأهداف المنشودة.يمارس المراقب الميزانياتي رقابته على النفقات العامة من خلال مراجعة مختلف وثائق البرمجة الميزانياتية وعمليات الالتزام قبل بدء التنفيذ. وبالتالي، تُعتبر رقابة المراقب الميزانياتي وقائية، تهدف إلى التأكد من أن صرف النفقات يتم وفقًا للإجراءات القانونية المعمول بها.

لقد أولى المشرع الجزائري في السنوات الأخيرة اهتماما كبيرا للمجال العمراني ومشاكله الذي يعد مجالا حساسا، لذا ربط حق البناء بضرورة الحصول على ترخيص إداري مسبق من لإدارة المختصة قانونا وفق الشكل، الشروط، والإجراءات المحددة سلفا بأحكام تشريعية وتنظيمية وهو ما يعرف بالنظام القانوني لرخصة البناء. فمن خلال دراستنا قدمنا مفاهيم عامة لرخصة البناء والمنازعات التي تثور بشأنها وكذا الجدل القانوني القائم في الصدد، الضافة الى هذا قمنا بتبين الأسباب البارزة التي تؤدي الى نشوب منازعات رخصة البناء لا سيما تلك المتعلقة بالإدارة لنتوصل في لأخير الى نتائج عامة وفرعية تمثلت إساسا في مدى تقيد لإدارة بالنصوص القانونية وعدم جدوى المساعي الودية لفض منازعات رخصة البناء. وفي الأخير حاولنا تقديم أطروحات جادة رغم بساطتها تعلقت في الأصل بما يجب أن تفعله الإدارة الجزائرية للتجسيد الفعال للقوانين المتصلة بتنظيم رخصة البناء مع ضرورة المتابعة الجادة والحازمة تجاه المخالفات وإعطاء شرطة العمران الدور الفعال وتمكينها من بسط سلطتها الكاملة على كل ما يتعلق بموضوع منازعات رخصة البناء.

The main purpose of this thesis is to study analytical the evaporative cooling, which applies efficiently in dry and hot climates. The principle of evaporative cooling is used in this thesis to operate cooling tower, which cools water. A water tank is used to store the cooled water which circulates through a radiant panel, which surrounds the space to be cooled. The system is adiabatically isolated.The thesis contains four chapters in addition to that there are two appendices. One of the appendices contains computer programs, which are used in the analysis of the proposed system and the calculation of the cooling load of the cooled space. And the other contains the results of the analysis.Chapter one talks in brief about renewable energy evaporative cooling and the relation between solar energy and evaporative cooling.A theoretical background in chapter two discusses the theory of the evaporative cooling. Also this chapter talks about evaporative water cooling equipment, evaporative air cooling equipment, coolers efficiency and economical view on evaporative cooling. The CLTD method of the cooling load calculation takes place at the end of this chapter.Chapter three shows the components, schematic diagram of the proposed system and the solution of its energy balance equation. This chapter also shows the calculations of the water tank temperature, the maximum cooling potential and the actual cooling potential of evaporative cooling for the city of Khartoum. An experiment estimates the air velocity of an evaporative cooler of capacity 2000cfm is done in this chapter.Lastly in Chapter four there is the analysis of the results, conclusions and recommendations.
