The construction industry regularly suffers from delays, cost overruns and less delivered value leading eventually to clients’ and end users’ dissatisfaction. Failure to meet the project’s basic objectives is highly attributed to poor management practices that are traced back to the very earliest stages of the project development. At project takeoff, the project brief is of utmost importance; it is where critical decisions are made and the most value is generated. Project brief is the project’s cornerstone that expresses the basic intentions of the client and the source of information that flows throughout the design process. This research is concerned with the briefing process inefficiencies that are a major factor hindering the development of the design and a main source of re-design, re-work, re-scope and claims. This is due to the lack of clarity in the client needs and objectives and the little attention given to assess the client and stakeholders’ requirements. Other problems emerging also during the design process along with frequent changes in client’s requirements are also considered a main reason of the brief improper evolution. To this end, the purpose of this research is to investigate the dynamic potential of the project brief taking into account its completeness as per design stages and the development drivers that determine its level of flexibility. Through highlighting input from (a) the literature, (b) surveyed projects and (c) unstructured interviews, as the foundation for the overall methodology used, this research succeeded in developing a brief framework that sets and aligns explicitly and precisely the project’s requirements at design stages’ gateways. This framework combines both fixed and dynamic brief views and helps in properly managing and controlling the brief evolution based on different development factors. This study was carried out at El Bagair Industrial Area in ElJazeera state to determine the industrial effluent characteristic, their effecton ground water and their impact to environment.In this study data of four ground water samples at four differentlocations at El Bagair Industrial Area were analyzed and were comparedwith the World Health Organization (WHO) standard and AmericanSecondary Standard for Drinking Water. The quality of water sampleswere moderately hard to very hard, but for chemical and physicalcharacteristics they lie within the acceptable limits.Physical and chemical parameters analyzed were: colour, pH,odour, total hardness, total solids, Calcium, Magnesium, Chloride,Sulphate, Nitrate, and Fluoride.Most of the factories in El Bagair Industrial Area have nopretreatment plant units therefore characteristic of wastewater were notconforming to standard limits. The factories have no sewer networksystem, no central treatment plant and no monitoring and quality controlof effluents.Four factories in El Bagair Industrial Area were selected for thisinvestigation. The ponds are designed to receive wastewater flow of(16326 m3/l); inflow BOD (1310 Mg/l).Anaerobic ponds, facultative ponds and maturation ponds ofdimensions 215m*85m*3m, 875m*350m*1.5m and 540m*215m*1.0mrespectively with retention time of (3.36 day); (28.14 day) and (7.0 day)can be adopted.Treated effluent with Ne = 187.84 F.C / 100ml can be reused forirrigation of green belt around the industrial area.4Lifting stations, pumping station and rising mains were designed toconvey wastewater effluent from the different factories to the proposedwaste stabilisation pond.

Comprendre le processus de détérioration de l’huile alimentaire végétale durant les cycles de chauffage à des températures de friture (180°C) est une préoccupation de nombreuses recherches scientifiques à cause des maladies liées à la toxicité des produits d’oxydation des acides gras polyinsaturés contenus dans l’huile utilisée en friture.L’objectif de notre étude expérimentale était d’évaluer le degré de résistance ou sensibilité aux réactions thermiques et oxydatives de l’huile de tournesol au cours de son chauffage à une température de 180°C pendant 8 heures. Cette huile est disponible sur le marché sous l’appellation « Fleurial ». Les taux de peroxydes, considérés comme critère de l’oxydation des AGI des MG, sont inférieurs à la norme ISO 3960. La valeur enregistrée est de 12 meq après 8h du traitement thermique. Il est important aussi de signaler que l’acidité de notre huile atteint une valeur de 0,508 % après 8 heures, cette valeur est conforme à la norme algérienne (NA-1169-1990),qui exige une valeur d’acidité inférieure à 0.20%.

هدفت الدراسة إلى إلقاء الضوء على محتوى معايير تقارير المراجعة الخارجية في الجزائر، وأيضا إلى إبراز الأسباب التي تؤدي إلى عدم الرضا عن مهنة المراجعة الخارجية في البيئة الجزائرية، فالاعتماد على المراجعة الخارجية يتطلب توفر مجموعة من المعايير المتعارف عليها والمقبولة عموما، وهذا من شأنه أن يعزز ثقة القوائم المالية ويجعلها تعبر عن الوضعية المالية الحقيقية للمؤسسة، كما وأن معايير تقارير المراجعة الخارجية أن هي أعدت من شخص مهني مؤهل ستكون أكثر مصداقية وأكثر موثوقية

لا يوجد في الإسلام من هو بمنأى عن المسؤولية ابتداءً من رئيس الدولة الإسلامية وهو أعلى سلطة في الدولة إلى أصغر فرد فيها، فكل فرد في الدولة الإسلامية مسؤول مسؤولية كاملة عن أفعاله وأقواله أمام الله سبحانه وتعالى، إلى جانب مسؤوليته في الدنيا تجاه المجتمع الذي يعيش فيه.إن الإسلام لا يعطي رئيس الدولة مركزاً خاصاً يعفيه من النصح والتوجيه والمحاسبة من أفراد الدولة الإسلامية، فهو فرد من أفرادها، إلا أن الأمة اختارته ليكون ممثلاً لها يتولى الإشراف على أمورها وتدبير شؤونها، وهو ملزم بأن لا يخرج عن أحكام الإسلام، فإن تحقيق العدالة لا يتأتي إلا بأن يُسأل كل فرد عن أفعاله وتصرفاته. ورئيس الدولة كذلك، فلا بد من مساءلته ومحاسبته تحقيقاً للعدالة والمساواة إن خالف أي حكم من أحكام الشريعة. فالقرآن جاء بأحكام عامة لجميع المسلمينصغيرهم وكبيرهم، حاكمهم ومحكومهم على حد سواء، فكل من يرتكب جريمة يحاسب عليها حتى ولو كان رئيس الدولة نفسه، فليس له أن يستعلي على أحكام الإسلام أو يقول أن قواعد وأحكام الإسلام لا تطبق عليه كونه رئيساً للدولة فكل الناس سواسيه أمام الشرع ولا تفاضل بينهم إلا بالتقوى.فإذا ارتكب رئيس الدولة الإسلامية جناية تستوجب عقوبة تعزير أو قصاص أو حد فإنه يحاسب عليها بل يجب على الأمة محاسبته، فيقام عليهالحد ويقتص منه ويعزر بحسب الأحوال.ورئيس الدولة مسؤول عن سياستها، وإدارة شؤونها وفق أحكام الإسلام في السياسة الخارجية للدولة وفي علاقاتها مع الدول الأخرى، وعن عقد المعاهدات، وما إلى ذلك. وإن أساس علاقة الدولة الإسلامية مع الدول الأخرى هو نشر الإسلام والدعوة إليه ومراعاة مصلحة المسلمين في ذلك. أما بالنسبة للسياسة الداخلية للدولة وإدارتها فعليه أن يعين الموظفين والمعاونين وأن يتوخى فيهم العدالة والأمانة والصدق، وأن يضع الرجل المناسب في المكان المناسب، وليس له أن يعطي أحداً مركزاً ليس بأهل له لقرابة أو صحبة أو مصلحة خاصة، كما أنه مسؤول عن الأخطاء الإدارية التي تصدر عن الموظفين، وهو محاسب عليها إن هو قصر في معاقبتهم وتوجيههم.أما بالنسبة لمسؤولية رئيس الدولة الإسلامية عن تصرفاته المدنية، من عقود وتبرعات واتلافات فهو مسؤول عنها أيضاً. فعقوده الخاصه به التي ليس لها علاقة في الحكم وإدارة شؤون الدولة فحكمه في ذلك كأي فرد من أفراد الأمة فله أن يتصرف بماله تصرف المالك في ملكه من بيع وإجارة ورهن وهبةٍ وغيرها من العقود الشرعية.وفيما يتعلق بالأموال العامة للدولة فيكون التصرف فيها وفق المصلحة العامة للمسلمين التي تقتضيها سياسة الدولة، فإذا تبرع أو أنفق من الأموال العامة في غير مصلحة المسلمين كأن يعطي أحداً ما لا يستحقه فيكون في ذلك مخالف للشرع ويجب على الأمة محاسبته عليها وأن تعيد الحق إلى نصابه.فمسؤولية رئيس الدولة الإسلامية إذن كامنة عن كل ما يصدر عنه من أفعال وتصرفاته سواء باعتباره فرداً من أفراد الأمة أو باعتباره رئيساً للدولة الإسلامية، فمنصبه هذا لا يعفيه من المحاسبة والعقاب إن هو أخطأ في الإدارة واعتدى أو ظلم أو أخذ ما ليس له بحق أو تصرف في أموال المسلمين العامة في غير مصلحتهم. وهذا ما سيتم شرحه وتوضيحه في الرسالة.

The present study aimed to isolate Helicobacter pyloriand conduct the susceptibilitytests to Commiphora myrrhin comparison with widely used antibiotics. The studysamples were collected from Sudanese patients who were suffering from peptic diseaseduring the period September 2006 to November 2007 in Ibn Sina T. Hospital.The study population was 52 females and 48 males their ages ranged between 19 and 70years. It was observed that high prevalence ofHelicobacter pylori infection in old ages .The study included 32 manual worker, 31 house wives and 15 students , 6 farmers and16 other jobs (Doctors ,Employers ,Engineers and Teachers). Helicobacter pyloriwasisolated in sixty of the total of one hundred specimen collected. The sensitivity testswere done against Amoxicillin, tetracycline ,Metronidazole and Clarithromycin by diskdiffusion method and Commiphora myrrh extraction by agar dilution in four dilution1/20,1/40,1//80 and 1/160. Itwas found that 71% of isolates were sensitive toAmoxicillin, 61.7%Tetracycline ,38.3% to Metronedazole and35% to Clarithromicin ,InCommiphora myrrh dilution one (1/20)which highist sensitivity rate 100% . Dilutiontwo(1/40) 90% .50% for dilution three(1/80). And 20 % for dilution four (1/160) . Thatmeans that Amoxicillin is the best choice and the MIC of Commiphora myrrh extractionis 1/20 and Commiphora myrrh may be examined as an alternative treatment againstHelicobacter pylori
