But was suffering from the problem of a fundamental weakness of domestic savings, forcing it to resort to external financing sources, including external borrowing from international financial institutions despite the burden posed by the (political, economic, social. Has received external borrowing of great importance as it was the alternative to secure the necessary funds for the development process in the light of weak savings and inadequate for the advancement of the development process, has Syria to invest these funds in many areas, and despite the importance of these funds but it was not invested optimally, where Syria suffered from stalled to absorb those funds and investing them in sectors that support the development, and thus find itself faced with two options, either to address the causes stumbled absorb external borrowing funds in development plans, or work on activating the role of internal funding sources and reduce dependence on external financing. In this regard have been identified the theoretical framework of the thesis and by shedding light on external borrowing, starting with basic concepts and principles to run it, through the rationale for external financing, any model and assess the need for external funding sources, and burdens arisinghim We will try through this thesis definition loans foreign Syria and development, and evaluation of their burden through economic indicators applied, with a comparison of some Arab countries, and assess the developmental role of external borrowing in Syria, and study some alternatives, foremost of which is to encourage savings and rationalization of government spending as well as workers' remittances abroad.
