Guelma recèle un potentiel de bâtiments industriels considérable (anciens hangars, usines, ... ) , qui représente un témoin de l’évolution économique, sociale et urbaine de cette ville mais qui se retrouve actuellement vidés de toutes traces d’activité. Très peu de travaux ont abordé directement la thématique de la reconversion des friches industrielle. Notre recherche vient combler ce manque prenant en charge ces lieux. en lui consacre ici, à lui seul un travail de recherche, bien qu’il soit vague, il peut procurer une pléthore de pistes de recherche. Nous proposons dans ce travail, la reconversion des friches industrielles situé au nord-est de la ville qui devrait prendre en considération tous les éléments qui assureront le passage de la friche du contexte économique au contexte urbain. En effet, la projection d’un nouvel usage demande une réflexion sur un nouvel type d’habitat (le loft). Ces derniers porteurs de la continuité de la valeur architecturale, mémorative et esthétique de ces lieux industriels. Nous misons à soumettre cette réflexion aux exigences actuelles écologiques pour proposer des habitations en loft écologique et un habitat respectueux de l’environnement. Ainsi le projet représente un levier de développement du secteur improductif, de renforcement identitaire, et un facteur d’amélioration de l’entrée (Nord Est) de la ville.

تم وضع برنامج مكثق لجمع العينات من منطقة الحيل الشمالية لتحديد التلوث الميكروبي في خزانات المياه في المنازل، حيث تم جمع ما مجموعه ۱۲۰ عينة من منازل تم إختبارها حتى تمثل الأنواع الرئيسية للخزانات المستخدمة وهي الفيبرجلاس والبولي إثيلين والحديد، هذه العينات تم تحليلها لإشتراطات الجودة العامة الميكروبيولوجية والفزيوكيميائية فيما تم جمع معلومات ميدانية عن طريق الإستبيان الشامل بالاضافة الى الزيارات التفتيشية لعشرة من مصانع خزانات المياه المختلفة، كان الهدف من هذه الزيارات الحقلية معرفة مدى مطابقة المواد الداخلة في التصنيع مع المواصفات العالمية خلال جمع العينات تم التركيز على نقاط معينة في المنزل مثل حنفية المطبخ والحمام والحديقة بالإضافة إلى عينات من الخزان الرئيسي كما تم أخذ مسوحات لكل من الترسبات البيولوجية داخل الخزان ومن الأسطح الداخلية اللحنفيات ورشاش السباحة، بالنسبة لعينات المياه تم إختبار العدد الكلي للأحياء الدقيقة والكوليفورم اما عينات المسوحات تم إختبار وجود مجموعة محددة من البكتيريا الممرضة وهي الأروموناس والباستيوريلا والسودموناس واليارسينا والسالمونيلا أظهرت النتائج إرتفاع المحتوى الكلي للبكتيريا في العينات التي سحبت من الخزانات الحديدية مع إرتفاع في معدل عزل بكتيريا الأروموناس فيما ظهر العكس في الخزانات البلاستيكية التي وجدت فيها إرتفاع هائل في معدل عزل بكتيريا السورموناس وهذا يعزز فرضية التثبيط الإختياري لهذه المجموعة على مجموعات الأحياء الدقيقة الأخرى هذا وقد أظهرت البكتيريا الملونة معدلا عليا لجستجلبة للتراكيز العالية للمعادن الثقيلة ومتبقي الكلور الحر في الماء ونل مما يستدعي إستخدام بكتيريا الأروموناس كمیکروب دال على التلوث في شبكات التوزيع وخزانات المياه، هذا وتدل النتائج على فرضية تلوث ما بعد المعالجة حيث أن العينات المرجعية لم تظهر أية تلوث بكتيري. دلت نتائج فحص ترسبات الخزان وعينات المسوحات وجود معظم البكتيريا الممرضة في خزانات الفيبر جلاس إضافة إلى إرتفاع العدد الكلي المجموعة الكوليفورم "على الرغم من أن بعض المجموعات وجدت سائدة مقارنة بالمجموعات الأخرى إلا أنه لم يتم ملاحظة فروقات نسبية ذات دلالات محدودة، كما أن عينات المياه ما بعد الفلترة أظهرت زيادة لوغاريتمية بمعدل وحدة واحدة في العدد الكلي للأحياء الدقيقة مع ارتفاع في العدد الكلي لمجموعة الكوليفورم، مع وجود دائم لبكتيريا الكلبسيلا والإنتروبکتر، هذا ولقد لوحظ غياب بكتيريا الإستشيرشيا كولي على الرغم من عزل مجموعات البكتيريا الممرضة مسايبين قصور هذه البكتيريا عن كونها دالة على التلوث مما يؤكد أهمية البحث عن بكتيريا أخرى خصوصا مع ظهور مجموعة من البكتيريا المقاومة للمضادات الحيوية، إضافة الى أن بكتيريا الليجيونيلا التي تم عزلها من خزانات المياه الفيبر جلاس فقط التي وجدت فيها كميات هائلة من الطحالب. اظهرت نتائج الفحوصات الفيزيوكيمائية مطابقة معظم عينات المياه للمواصفات الحالية فيما عدا مقياس العكارة الذي وجد عاليا في عينات المياه التي جمعت من الخزانات الحديدية، هذا ما يفسر ارتفاع المعدل الكلي للأحياء الدقيقة في هذه الخزانات كما أن نسبة قليلة من متبقي الكلور الحر وجد في خزانات الفيبرجلاس وهذا ما يتطابق مع إرتفاع المحتوى الكلي للكوليفورم والبكتيريا الممرضة ووجود الطحالب التي تستهلك الكلور الحر، كما دلت إختبارات الرائحة وجود أعلى قراءة لها في خزانات الفيبرجلاس والذي يباني مطابقا لملاحظات المستهلكين ووجود أعلى محتوى للخمائر والفطريات والطحالب في هذه الخزانات. أظهرت نتائج الزيارات الميدانية لمصانع خزانات المياه عدم مطابقتها للاشتراطات الصحية المطلوبة إضافة الى إستخدام مواد أولية غير مسموح بها وتشكل خطرا على صحة الإنسان مما يستدعي وجود برامج تفتيش واسعة لمراقبة نشاطات المصانع مع متطلبات الجوده النوعية بالإضافة لبرامج التوعية للمستهلكين لتثقيفهم بأهمية التعامل بطرق صحيحة مع خزانات المياه من حيث وضعية التركيب والمحافظة على نظافة الخزانات لتقليل فرص تلونها بالميكروبات.

The objectives of the study were to determine the effects of various typesof taxes, dues and fees imposed on production and export of gum Arabic.The study used a number of secondary sources of data, blew: Gum ArabicStatutory Company, Zakat organization, the Chamber of Taxes, theCustoms Authorities, Bank of Sudan…, etc.These data have covered the period from 1970 up to 2006 and included theexport price, delivery price, floor price, total purchases, total export as wellas the tax dues imposed at various points in the producing states.Specifically, this included the export price received by the company,delivery price paid by traders to producers, floor price paid by the companydirectly to the producer.Legally, the Gum Arabic Company is supposed to be the main exporter ofthis product.There was very clear fluctuation in the export of the product due to anumber of causes; e.g. high taxes and dues as well as smuggling which iscaused by high taxes.Using the multiple regression, descriptive analysis and normal distribution,the following findings were obtained:-• The export price as a dependent variable was influenced by theexport price in the preceding year, the floor price and delivery priceas independent variables• The total purchases as a dependent variable was influenced by thefloor price, export price and delivery price as independent variables.iv• Despite reduction in government dues from 35in 1970s to 18 itemsin 2006, they still high for both producers and exporters.• The producers often have lower revenue than the exporter.• The government stopped their collection of roods fees and taxes oncrossing agricultural commodities but is still charged.• There is double taxation on gum Arabic e.g. the tax collected by thebranch offices in states and by the main office in Khartoum.• A lot of illegal dues and fees collected on the roads imposed by thelocalities (recently stopped).The study recommended that in order to maintain the position of the Sudanin gum Arabic trade, primary producers must be given a fair share ofincome earned by exporters. All production and export taxes and feesshould be reduced, particularly at state level to avoid double taxation. Thegovernment should stop smuggling by reducing taxes. Support of GeneralSudanese Farmers Union must be stopped, because it is imposed only ongum Arabic. Furthermore, the Stamp of War Wounded should be stoppedby the government.
