At the era of knowledge economy, innovation became the key area of competition towards world domination, and the main driver for economy ,Politics and war.Thus, who owns innovation culture and competencies can own the future, this is the vision of advanced and competing countries for world domination remotely .As for the technologically followers states, they are seeking to bridge the scientific and technological gap preventing them from adopting appropriate modeling approach helping themin achievingfuture catch up with the development and innovation. Hence, the present research deals with the study of national innovation systemconcept,its role as one of the innovation models for technology transfer ,diffusion of knowledge and innovation, and increase of state's development and competitiveness and the exploration of the outlines of building this system in Syria. Analytical descriptive methodology is used in the present research to study the experiences of Finland, Sweden, Malaysia, Turkey and Egypt in implementing the concept of the National Innovation System, by studying the structure and componentsof eachNational Innovation System, and the innovation policies in these countries. In addition, the performance of National Innovation Systemin these countries has been evaluated based on the Global Competitiveness Report, the Global Innovation Index, and the Doing Business Report. Comparison has been also made between the experienceof three countries, namely Finland, Sweden and Malaysia .Following that, the present research deals with the description and analysis of the actual situation of the Syrian National Innovation System and its evaluation using the above-mentioned global reports , and compared it with the Swedish national innovation systemin terms of structure, performance and innovation policies and models .The research concludes that a general weakness in the Syrian National Innovation System appears from its low outputs and low indicators scores, and that this weakness is related to the weakness of system’s components and weak linkages between them .The present research suggests the adoption of the triple helix model approach and the study of its application modes and approaches in Syria within the framework of formulation and adoption of an overall science and technology strategy together with sub-strategies including industrial policy, education policy, infrastructure policy, and technology policy. In addition, it is suggested to focus on advancing and developing of Syrian human capital(and civil society) to ensure its participation in the process and to switch to the quadruple helix model by adding gradually other pillars towards a smooth transition to the national innovation system
