The thesis discuses the statistical methodologies and tools used in calculating the human development index, where as the thesis reviews the concept of the human development and its expansion. It also discusses the United Nations Development Program on the human development index’s calculations and difficulties. It also discusses the comprehensive human development index by Mohammed Baqer who relies on the principal components in calculating the comprehensive human development index and considers the standard values for the chosen indicators in calculating the comprehensive index. In conclusion, the study works on suggesting new methodology to calculate the human development index (the suggested index), whereas it processes the data overbalance quandary in the comprehensive development index. The thesis also uses new methodology in overbalancing the used indicators in calculating the suggested index. The study also deals with the human development as it includes many aspects, which involve many indicators. The study works on measuring the human development within three sides: The economical side, the social side, the human side. Since the indicators are the main factors which represent the human development aspects, standards were determined to insure measuring accuracy. Whereas, ten main standards were determined to choose the indicators. And on the basic of those standards, nine indicators were chosen. The indicators were chosen and measured according to statistical foundations and according to actual data using the principal component analysis. The estimated human development index was reformulated according to the principal component analysis.
