الملخص

La dimension spectaculaire de la stratégie de coopération se concrétise par la multiplication desaccords de partenariats et d’alliances dans plusieurs industries. De ce point de vue, l’industriepharmaceutique algérienne constitue un domaine d’application privilégié pour l’étude de cesaccords. Par la transformation de son contexte réglementaire et son glissement du monopole public(1969-1990) à la concurrence (après 1990), cette industrie est marquée à la fois par l’émergence denouveaux acteurs et par la mise en oeuvre de nombreux accords de partenariats sous différentesformes (les joint-ventures, les accords de façonnage pharmaceutique et les contrats de licence) etavec de nombreux acteurs (les laboratoires étrangers et les entreprises pharmaceutiques privéesnationales). Dans ce contexte en pleine mutation, le groupe SAIDAL veut rester un acteur clé etpartie prenante. L’expression de cette nouvelle forme organisationnelle apparait plus qu’unchangement temporel. En témoigne l’attention particulière accordée à cette formule dedéveloppement à la fois par le groupe et par les pouvoirs publics dont il dépend.

The important role of the cooperation strategy becomes today a reality by the increase of partnership agreements and alliances in several industries. From this point of view, the Algerian pharmaceutical industry establishes a field of application for the study of these agreements.By the transformationof its statutory context and its sliding from the public monopoly (1969-1990) to the competition (after 1990), this industry is involvedat the same time by the emergence of new actors and by the implementation of numerous partnership agreements invarious forms (joint-ventures,agreements of pharmaceutical shaping and license agreements) and withmanyactors (the foreign laboratories and the national private pharmaceutical companies).In this changing context, the SAIDALgroup wants to remain a key player and stakeholder. This new organizational form appears more than a temporal change. In fact, the attention paid to this development approach by both the group and the government which it depends, highlight this situation. تعتبر الشراكة بین المؤسّسات في الجزائر موضوعایتمیّز بأهمیّة بالغة في السّیاسات التّنمویة منذ الإستقلال رغم أنّها اختلفت باختلاف البعد الإقتصادي والسّیاسي للسّیاسات المطبّقة عبر فترة إحتكار الدّولة )1966-1990( وفي فترة إنزلاقه للمنافسة )بعد 1990.(في هذا السّیاق تعتبر الصّناعة الصّیدلانیة في الجزائر موضوعاجدّ مناسب لدراسة عقود الشّراكة الّتي أُبرمت بین المجمّع صیدال والمختبرات الأجنبیة من جهة، وبین صیدال والمؤسّسات الخاصّة الجزائریة من جهة أخرى.لقد تعدّدت أنواع هذه العقود )مؤسّسات مختلطة، عقود تشكیل الأدویة وعقود التّرخیص( واختلاف الشّركاء حسب الجنسیة ومكانتهم التّنافسیة.على هذا الأساس تبنّى المجمّع هذا المنوال التّنموي لتحقیق أهدافه وأهداف السّلطات العمومیة الّتي ینتمي إلیها.
