الملخص

يعد التسيير العمومي الجديد إيديولوجية ترتكز على استخدام مجموعة من القاربات التي أثبتت نجاحها في القطاع الخاص من أجل محاولة إصلاح القطاع العام وتحسين أداء المنظمات الحكومية، وهو خطوة أساسية ومحورية تحتاج لعدة عناصر وعوامل سياسة واقتصادية وقانونية وحتى يكون نموذجا أكثر كفاءة وفعالية للرفع من أداء المنظمات الحكومية، وتم دراسة هذا النموذج نظرا لأهميته البالغة في تسيير القطاع العام الذي عانى من عدة مشاكل من بينها تخلف النظم التسييرية والإدارية وعدم قدرتها على مواكبة متطلبات متطلبات العصر الحديث، وكذا عدم رضا المواطنين على طبيعة الخدمات المقدمة، وطريقة تقديمها من قبل المنظمات الحكومية.

The new public administration is an ideology based on the use of a set of approaches that have proven successful in the private sector in order to try to reform the public sector and improve the performance of government organizations,it is a fundamental and pivotal step that needs several political, economic and legal factors and factors in order to be a more efficient and effective model for raising the performance of governmental organizations,this model was studied due to its critical importance in running the public sector, which suffered from several problems, including the backwardness of management and administrative systems and their inability to keep pace with the requirements of the modern era,as well as the citizens' dissatisfaction with the nature of the services provided and the manner in which they are provided by governmental organizations,during the study, the historical method was used to identify the development and emergence of the new public administration and the descriptive approachin order to list its concepts, principles and theories that contributed to its embodiment, as well as its characteristics and methods,the analytical approach was also employed to study governmental organizations and the most important entrances that contributed to their management and the factors affecting the provision of public services in light of the new public administration, and most importantly, a model was studied and given about governmental organizations represented in public hospital institutions,and among the most prominent results of the study is the restoration of the citizen's confidence in the governmental organization by making it in the service of his interests, and the increase in the cost-effectiveness of public services while reducing their costs, speed of response, respect for deadlines and accuracy in application, as well as transparency, ease of accounting and clarity of service.
