ترجمة الملخص

This study is aimed firstly to identify realistic crisis management and itsdeveloping methods in Palestinian ministry of interior and national security in Gazastrip. Second aim is to identify the obstacles, which obstruct completion anddevelopment. Another aim is to show the different effective of each qualification, jobtittle and experience years in realistic crisis management development in the civil-sectorof interior ministry. Analytical descriptive method was used and study sample wasprepared from all individuals of original population which consists of (206) employeefrom the following positions (general deputy, assistant deputy, general manager,department manager and head of the department) in interior ministry. Questioners weredistributed at the population study and the percentage of returned were (496) which act(95.15%) from the study population. The study included five chapters: the generalframework of study, theoretical framework of study (crisis, crisis management, andcrisis management, the ministry of interior and national security), literature review,procedural method and conclusions and recommendations.The study achieved to the following conclusions: ministry of interior in Gazastrip has the ability of crisis management by ratio reached to 69.97%. No significantdifferences were shown among averages of targeted sample around realistic of crisismanagement (planning , strategic planning, organizational Structure, job description,leader ship, decision making, availability of communicational skills development andimproving human resources, materialistic resources, evolution of human resources andsupported servicers) related to the variables of qualification، job title and experienceyears.In the light of previous conclusions, the study recommended establishing newseparated department for crisis management in the ministry of interior connected in itsdecisions to the ministry deputy. This new department and its branches in all Gazagovernorates is directly responsible about the expected crisis management. In addition,this department coordinates and opens permanent communicating channels withdepartments of information’s, planning, central operations, logistic management andtraining management to facilitate crisis management operations. These facilities achieveby formed work teams specialize in prediction of all expected types of crisis andcoordinate among departments related to crisis management through interior ministrystructure. These work teams can also increase the efforts of plans making in future forcrisis management in interior ministry.Another recommendation for this study is to establish a center for researchesand studies preparation deal with crisis management and put write perceptions for crisis.
