ترجمة الملخص

This study examines the terms the powers of the regions and governorates not organized in a region of oil and gas, which included a preliminary research about oil and its history and its importance in the Iraqi economy. The first chapter also includes the concept of a federal system and methods of distribution of competences in general and the terms of powers for the oil and gas, particularly in the federal states. Chapter II of the ownership of the oil law and the study as well as the ownership of the oil in the Constitution of 2005 also included, as well as the terms of reference for the distribution of oil and gas in the Constitution of 2005, when the study discussed in articles 111 and 112, which terms regulated - the powers for oil and gas in Iraq. Chapter III of the study, the differences between the federal government and the province around oil and gas investment in Iraq in terms of hiring, marketing and distribution of the proceeds also included in addition to the dispute over oil and gas law for the Kurdistan region in addition to the laws that the Constitution provided for the legislation relating to oil and gas which is the oil and gas and federal legislation law guarantor of the rights of the regions and provinces, including the Federation Council Act and the Public Authority to monitor the distribution of federal revenues. Chapter also included Mbgesa about resolving disputes between the federal government on the one hand and the governments of the regions and provinces on the other hand. As was written results of the studies as well as the recommendations made by the study.
