ترجمة الملخص
The study aims at identifying the role of small and medium industrial projects in Nablus governorate and their impact on the sustainable economic development in the governorate. The study was conducted and accomplished in two semesters covering 2005-2006. The researcher deals in this study with identifying most of the difficulties facing small and medium industrial projects in Nablus governorate and their relation with the type of industry. The researcher also deals with identifying the main obstacles and difficulties facing the industry in importing raw and intermediary materials, the most important marketing obstacles facing these projects and the difficulties they face in acquiring franchise to manufacture products of Israeli or foreign companies. Moreover, the researcher deals with the potential of improving and developing the industrial projects from the point of view of the owners of small and medium industrial projects in Nablus governorate. The researcher deals with the impact of variables such as sex, education, type of work of project, workers in the industrial project, the capital of the industrial project, type of ownership, and the location of the industrial project on the problems facing these industrial projects in Nablus governorate. These aspects are discussed and analyzed based on data available at references, records, and data obtained from the field questionnaires, which were filled by the owners of the small and medium industrial projects in Nablus governorate. The study is based on a number rationales and hypotheses concerning the subject of the study. The role of the small and medium industrial projects in Nablus governorate and their impact on economic development is a new topic that requires thorough and deep review of its vague nature. The researcher noticed this vague and unclear nature of the relationship between small and medium industrial projects and the sustainable economic development in Nablus governorate. This vague and unclear nature of relationship is based on obscure and unknown issues. Hence, the researcher assumed that there is a direct relation between the type of industry and the difficulties the industrial project faces in obtaining a license to operate and the mechanism of importing raw and intermediary materials and market and export its products as well as in acquiring franchise to manufacture Israeli or foreign products and the potential of improving and developing the industrial projects. The researcher adopted the descriptive approach in order to achieve this since such approach is suitable for the purposes of this study, which is based on primary resources including the field questionnaire that was distributed among the entire small and medium industrial projects community in Nablus governorate. The number of distributed questionnaires totaled 250; they were distributed on a sample of 250 small and medium industrial projects. The sample was randomly selected from 523 operating industrial projects. The sample covered the whole industrial sectors in Nablus including food industry, chemical industry, mineral industry, plastic industry, weaving industry, stone cutters and quarries, tile and brick and construction industry, crushing plants and concrete industry. They are in accordance with the classification of the Ministry of National Economy, which the researcher received from the office of the Ministry of 13National Economy in Nablus governorate. The study sample covered 47.8 percent of the small and medium industrial projects. The researcher also held interviews with relevant people and relied on secondary resources such as the documents and records of the Ministry of National Economy and the Nablus Chamber of Commerce, Nablus Municipality and relevant studies, literature, and previous researches. The study arrived to many results most importantly that small and medium industrial projects face difficulties that hinder their chances of development and improvement as well as reducing their performance. The difficulties are presented in external and internal problems and challenges. External obstacles are presented in the Israeli occupation control over the land, water, and border crossings and the oppressive procedures and policies, which the occupation engaged in since 1967 and reached their peak during the Al Aqsa Intifada and the results of such procedures and policies in directing Palestinian human and natural resources towards serving the Israeli economy and distancing them from the Palestinian economic growth, which resulted in the failure of establishing any real manufacturing activities and total destruction of all components of Palestinian manufacturing. The internal obstacles include the small size of the productive units of the production operations, the weak and backward Palestinian infrastructure, and weak structural links between industrial activities, weak financing opportunities of industrial institutions and using personal savings to finance the capital. Other internal obstacles include aging industrial assets and low technological performance of machinery as well as low educational levels of workers and low woman participation in industrial activities, low quality levels, weak capacity to upgrade, develop, and innovate, small market, absence of big economies, weak exports performance, incapacity to seize opportunities made available by commercial agreements, and weak legislative and legal and institutional framework in support of the industry. The study ends with recommendations and suggestions including most importantly promoting investment in small and medium industrial projects, tax exemption during the first year of the industrial project, coordination between relevant ministries to identify the nature of small and medium industrial projects and provide the necessary facilities upon licensing projects, (partial) customs tax exemption for the equipment of the industrial projects upon importing such equipment, building industrial nurseries, requesting the ministries that give industrial licensing the demand from the owners of projects to document the plans the projects follow, requesting relevant ministries to promote the products of the small and medium industrial projects, increase taxes levied on imported products from abroad and have local alternative, require lending institutions to increase their lending activities and reduce interests. Finally, the study recommends conducting other studies that would include the West Bank and Gaza Strip and compare them.
