الملخص

هدفت الدراسة إلى بناء تصور مقترح لتطوير الإشراف التربوي في المدارس الحكومية بالمحافظات الجنوبية لفلسطين في ظل الأزمات، وقد اتبعت الدراسة المنهج المسحي الشامل لتشخيص واقع الإشراف التربوي في المدارس الحكومية بالمحافظات الجنوبية لفلسطين في ظل الأزمات، فطبقت استبانة على جميع أفراد مجتمع الدراسة البالغ تعدادهم (192) مشرفًا تربويًا ومدير مدرسة حكومية بمحافظات (رفح/خانيونس)، كما اتبعت الدراسة المنهج البنائي لبناء التصور المقترح لتطوير الإشراف التربوي في المدارس الحكومية بالمحافظات الجنوبية لفلسطين في ظل الأزمات، وكان من أهم نتائج الدراسة ما يلي:1. أن تقدير مجتمع الدراسة لواقع الإشراف التربوي في المدارس الحكومية بمحافظات جنوب غزة في ظل الأزمات؛ حصل وزن نسبي على (74.04%) أي بدرجة كبيرة، وكان ترتيب محاور الاستبانة حسب أوزانها النسبية؛ فكان على النحو التالي: جاء محور "أهداف الإشراف التربوي في ظل الأزمات" في المرتبة الأولى؛ حيث حصل على وزن نسبي (76.56%) وبدرجة كبيرة، يليه محور "مهام المشرف التربوي في ظل الأزمات" في المرتبة الثانية؛ حيث حصل على وزن نسبي (76.3%) وبدرجة كبيرة، ثم أساليب الإشراف التربوي في ظل الأزمات" في المرتبة الثالثة؛ حيث حصل على وزن نسبي (73.56%) وبدرجة كبيرة، يليه محور "دور المشرف التربوي في استعادة النشاط بعد حدوث الأزمات" في المرتبة الرابعة؛ حيث حصل على وزن نسبي (73.48%) وبدرجة كبيرة، ثم محور دور المشرف التربوي في استشعار الأزمات" في المرتبة الخامسة، حيث حصل على وزن نسبي (71.86%) وبدرجة كبيرة، وأخيرًا حصل محور دور المشرف التربوي في الاستعداد والوقاية من الأزمات" في المرتبة السادسة؛ حيث حصل على وزن نسبي (71.76%) وبدرجة كبيرة.2. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≥0.05 ) بين متوسطات تقديرات لواقع أفراد عينة الدراسة واقع الإشراف التربوي في المدارس الحكومية بمحافظات جنوب غزة في ظل الأزمات تعزى لمتغيري (الجنس، سنوات الخبرة)، فيما تبين وجود فروق تعزى لمتغير المسمى الوظيفي، وكانت الفروق لصالح المشرفين التربويين.3. لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α ≥0.05 ) بين متوسطات تقديرات أفراد عينة الدراسة لواقع الإشراف التربوي في المدارس الحكومية بمحافظات جنوب غزة في ظل الأزمات تعزى لمتغيري (المؤهل العلمي، والمرحلة التعليمية)، فيما عدا محور مهام المشرف التربوي في ظل الأزمات، حيث وجدت فروق لصالح من مؤهلهم العلمي دراسات عليا، ولصالح أفراد العينة من يعملون ضمن المرحلة الثانوية.4. توصلت الدراسة إلى بناء تصور مقترح لتطوير الإشراف التربوي في المدارس الحكومية بمحافظات جنوب غزة في ظل الأزمات. كما خرجت الدراسة بمجموعة من التوصيات؛ كان من أهمها:1. توسيع صلاحيات مديري المدارس والمشرفين؛ بما يمكنهم من نسج علاقات تعاون مع الجهات المختصة ذات العلاقة لتسيير العمليات الإشرافية والتعليمية في ظل الأزمات.2. الاستعانة بالخبرات المخضرمة العاملة في وزارة الحكم المحلي ووزارة الداخلية؛ من أجل تنسيق الجهود في إدارة الأزمات ذات الطابع المشترك.3. الاستعانة بخبراء في إدارة الأزمات؛ لتدريب الكادر العامل في القطاع التعليمي للتعامل مع الأزمات وفق خبرات مدروسة.4. ابتعاث كوادر مؤهلة علميا وتقنيا إلى دول ذات تجربة رائدة في إدارة العملية الإشرافية خلال الأزمات.5. تحفيز أقسام الإعلام التربوي والعلاقات العامة في وزارة التربية والتعليم مديرياتها على تكثيف الفعاليات للتوعية بأضرار الأزمة، وكيفية الوقاية منها ومعالجتها.

.The study aimed to build a suggested proposal for the development of educational supervision in governmental schools in the southern governorates of Palestine in light of crises. The study followed the survey method to diagnose the reality of educational supervision in governmental schools in the southern governorates of Palestine in light of crises. A questionnaire was applied to 192 members of the study community، which includes educational supervisors and government school head managers in the governorates of southern Gaza. The study also followed the constructivist approach to build a proposed vision for the development of educational supervision in governmental schools in the southern governorates of Palestine in light of crises. Here are the most important results of the study:1-The study community’s assessment of the reality of educational supervision in government schools in southern Gaza governorates in light of crises; Relative weight obtained (74.04%)،which is a significant degree، The survey axes were arranged according to their relative weights. It was as follows: The topic "Objectives of educational supervision in light of crises" came first، with a relative weight (76.56%) which is a significant degree، followed by the axis of " the tasks of the educational supervisor in light of crises" in second rank; it's a relative weight was (76.3%) and also it's a large degree، then methods of educational supervision in light of crises " in third rank، with a relative weight (73.56%) :it" a large degree، followed by the axis of" the role of the educational supervisor in restoring activity after the occurrence of crises " in The fourth rank، a relative weight (73.48%) with a large degree، then the axis of the educational supervisor’s role in sensing crises.” Crises” ranked sixth، as a relative weight (71.76%) and to a significant degree.2-There are no statistically significant differences at the significance level (α ≤ 0.05 (between the average estimates of the study sample members and the reality of educational supervision in government schools in southern Gaza governorates in light of crises due to the two variables (gender، years of experience)، while it was found that there were differences due to the job title variable. The differences were in favor of the educational supervisors. 3-There are no statistically significant differences at the significance level(α ≤ 0.05(between the average estimates of the study sample members of the reality of educational supervision in government schools in southern Gaza governorates in light of crises due to the two variables (educational qualification and educational stage)، except for the educational supervisor’s tasks In light of the crises، differences were found in favor of those who have scientific qualifications in postgraduate studies، and in favor of the sample members who work within the secondary schools.4-The study found a proposed concept for developing educational supervision in government schools in southern Gaza governorates in light of crises. Recommendations: 1- Expand the powers of school head managers and supervisors; To enable them to weave cooperation relations with the relevant competent authorities to conduct supervisory and educational operations in light of crises. 2- The need of the experienced experts working in the Ministry of Local Government and the Ministry of Interior; In order to coordinate efforts in managing crises of a common nature. 3- The use of experts in crisis management; To train staff working in the educational sector to deal with crises according to studied experiences.4- Sending scientifically and technically qualified teams to countries with high experience in managing the supervisory process during crises. 5-Stimulating the educational media and public relations departments in the Ministry of Education and its directorates to intensify activities to raise awareness of the damages of the crisis and how to prevent and treat it.
