- The emergence of the Internet and the wide usage of Internet worldwide has generated enormous interest about whether and how New Media and its digital platforms, including Social Media, have any impact on the different fields of aspects of political sphere nationally and globally. In the last two decades the relationships and dependency between the New Media and political figures and institutions have changed dramatically. At the present time governmental organizations, agencies and politicians use New Media particularly social media platforms in order to ensure major civil participation, enhance e-dialogue and e-democracy consequently, emphasizing thus in participatory processes through which opinions are co-shaped and decisions are jointly made. today we can rely on an increasing body of research’s addressing the multiple relations between Social Media and politics from different perspectives. As New Media today play the vital role in political process and political decision-making process. This study is descriptive study research entitled the role of new media in political decision-making process in Kurdistan region following the parliamentary elections in September 2018 to present. The research is exploring in both theoretical and practical approach to examine that how the networked nature of the Internet or New Media facilitates forms of political engagement, and how this condition has further developed with the advent of Social Media. By focusing on the role that circulation of information has in increasing political decision making and therefore enhancing political participation. We then address the bilateral relations between New Media and Politics as one of the most controversial issues currently. The research also explore how Social Media further enhance this process increasing the influence of digital platforms on the political sphere. 233 Finally, we afford indication for the influence of Social Media on politics and public sphere, by looking at how circulation of information in New Media plays a key role in the political sphere across political landscapes, actors and political practices, by paying particular attention to how policy makers depend on New Media and how Social Media is used for getting information and for mobilizing social movements. involvement in Political policy-making worldwide and in Kurdistan region in particular. To achieve its objects this research is applying the Media dependency theory by using the survey to collect the data through the questionnaire to find out the level of using and dependence on new media by policy makers. The research follows the Sample of the comprehensive inventory to a qualitative and quantitative analysis of Kurdistan MPs’ uses of new media was undertaken to help establish the current context for new media use within the Kurdistan Parliament context. This allows findings of the qualitative research with MPs to be placed in context. All 111 MPs of the fifth round of the Kurdistan Parliament were purposively selected for inclusion. Data was gathered about the sample’s depend on and uses of new media via the survey with 42 questions divided on some sub-topics about MPs’ dependence on New Media and their interactivity with people to involve them in their policy making. The content of these platforms was also assessed for levels of interactivity. This sample was selected to determine the level of parliamentarians' reliance on new media and the impact on political decision making in the Kurdistan Region. As a result of analyzing the collected data and information which was obtained by both theoretical and practical approach and evaluating the research hypotheses through statistical criteria by using SPSS program, the study concluded the following findings: 234 1. The policy makers are extensively using New media generally and social media in particular in their decision-making process phases. New Media play the role in providing information and bringing end users with politicians whom they have a role in decision-making. 2- New media has become a decent source of news and information in Kurdistan region. The new media has become an alternative for traditional media such as radio, newspapers, television. The vast majority of Kurdistan MPs rely on New Media to get news and information as well as about people's mandates and political affairs. 3. Facebook is most widely used social Media sites among Kurdistan MPs by (%99). Despite of their private accounts, the majority of Kurdistan MPs have their own pages on Social Media platforms by (%65). The average daily social media usage of Kurdistan MPs is 164 minutes per day higher than average world-wide daily use by 22 minutes. The MPs from opposition fractions are more likely to depend on social media than ruling parties’ MPs. The MPs from the Erbil (capital of Kurdistan region) are more reliance on social media than other provinces MPs. 4. The majority of Kurdistan's MPs rely on new media this dependency has an influence on their information throughout the decision-making process, which also affects their feelings and behaviour in decision-making process. Nevertheless, the level of impact is not very strong as the MPs are more likely reliant on their political party's policies in general in the process of legislation and political decision-making process. 5. The new media in Kurdistan yet has not reached the point to provide the objective and detailed information about the draft bills can be trusted by MPs to rely on. Therefore, the survey shows that MPs are unbiassed about relying on New Media to collect information on the draft bills as well as for their participation in decisive decisions making. 235 6. The Social media platforms simplifies the decision-making process, as well as have become a significant tool for communication between MPs and the people. The MPS are extensively take advantage from new media mostly social media sites to by using them as a medium to give their opinions and attitudes as well as to deliver their activities to the public. Moreover, they mostly care about peoples’ opinion as they read and respond to people's comments and messages on their account and pages. 7. Kurdistan MPs generally were influenced in the decision-making process stages including; discussions with other fellow MPs, preparing for the draft bills, and giving their opinions and participation in public gathering and meetings.
