The Gezira Scheme Field Organization System:Evolutionary Changes, Extension Approaches And Their Impact on Cotton Producivity

A retrospective case study has been carried out to investigate different organizational arrangements that had been introduced into the Gezira Scheme field management system via extension-type managements and/or pilot projects since its nationalization in 1950. These have been compared to the conventional Gezira field organization, the inspectorate system to determine their superiority in terms of higher cotton productivity. The aim was to put major Scheme development stages, as before and after the Joint Account System abolishment in 1981, into historical perspective, analyze them and draw lessons for an institutionalized extension field system. Although the increase in productivity has not been so significantly different from the inspectorate (except in a few cases), an evolutionary pace/path of development could be identified: The Gezira had passed gradually from a single crop, paternalistic and technology transfer approach phase to a multi-crop and participatory approach phase. The old crop-sharing system emphasized authority, power control and centralized decision-making, up until the demise of Joint Account System that was replaced by Individual Account System in 1981. Blends of extension approaches had been fitted and integrated into partnership/paternalism with the result of potentially higher and sustained yields. In contrast the next phases of development that followed introduction of Individual Account System and the Government macro-economic liberalization policies of 1992 had been characterized by disintegration, discontinuity and lack of extension approach. The Training and Visit extension was however, not adapted to the Inspectorate, and represented a missing link in this evolutionary process. Consequently potentially lower yields and productivity upheavals followed thereafter. It was concluded that since nationalization, long-term people development was hardly being committed by the Gezira Scheme Management; it had been forgone for short-term production/economic achievements. Finally, the study recommended for institutionalized and sustainable extension field system role modifications of all organization participants; by more empowerment of tenant farmers by field staff who had been converted to extension agents through training, authentic participation in their farming decision making.
