الملخص

هدفت الدراسةُ التعرفَ إلى درجةِ ممارسةِ مديري المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطينَ للتخطيطِ الاستراتيجيِّ, والكشفَ عن علاقتِها بمواجهةِ الأزمات, وقد اتبعت الدراسةُ المنهجَ الوصفيَّ بأسلوبِهِ التحليليّ، إذْ تمَّ اعتمادُ الاستبانةِ أداةً رئيسيةً لجمعِ البيانات، والتي طُبقتْ على عينةٍ من مجتمعِ الدراسةِ المتمثلِ في معلمي المرحلةِ الثانويةِ في المحافظاتِ الجنوبيةِ من فلسطين, والبالغِ عددَهم (355) مدرسًا، يمثلونَ نسبةَ (7.5%) من مجتمعِ الدراسةِ، وقد أسفرت الدراسةُ عن مجموعةٍ من النتائجٍ، كانَ من أهمِّها:أنَّ تقديرَ أفرادِ عينةِ الدراسةِ لدرجةِ ممارسةِ مديري المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطينَ للتخطيطِ الاستراتيجيِّ من وجهةِ نظرِ معلميهم جاءَ بوزنٍ نسبيٍّ (78.52%)، أي بدرجةٍ مرتفعة.لا توجدُ فروقٌ ذاتُ دلالةٍ إحصائيَّة عند مستوى الدلالةِ (α ≤ 0.05) بين متوسطاتِ درجاتِ تقديرِ أفرادِ عينةِ الدراسةِ لدرجةِ ممارسةِ مديري المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطينَ للتخطيطِ الاستراتيجيِّ تُعزى للمتغيراتِ التصنيفيةِ: (جنسِ المفحوصِ، سنواتِ خدمةِ المفحوصِ، سنواتِ الخدمةِ الإدارية لمديرِه، تخصصِ مديرِه)، فيما وجدت فروقٌ تبعًا لمتغيرات: (المنطقة التعليمية, جنسِ مديرِه، اجتيازِ مديرِه لدوراتٍ حولَ التخطيطِ الاستراتيجيِّ)، وكانت الفروقُ لصالحِ المديراتِ، ولصالحِ المعلمين الذين تلقى مديروهم دوراتٍ حول التخطيط الاستراتيجي.أن تقديرَ أفرادِ عينةِ الدراسةِ لمستوى مواجهةِ الأزماتِ في المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطينَ من وجهةِ نظرِ معلميها جاءَ بوزنٍ نسبيٍّ (77.28%)، أي بدرجةٍ مرتفعة.لا توجدُ فروقٌ ذاتُ دلالةٍ إحصائيَّة عند مستوى الدلالةِ (α ≤ 0.05) بين متوسطاتِ درجاتِ تقديرِ أفرادِ عينةِ الدراسةِ مستوى مواجهةِ الأزماتِ في المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطين تُعزى للمتغيراتِ التصنيفيةِ: (جنسِ المفحوصِ، سنواتِ خدمةِ المفحوصِ، جنسِ مديرِه، سنواتِ الخدمةِ الإدارية لمديرِه، تخصصِ مديرِه)، فيما وجدت فروقٌ تبعًا لمتغيري: (اجتيازِ مديرِه لدوراتٍ حولَ إدارةِ الأزمات، المنطقةِ التعليمية) لصالحِ المعلمينَ الذين يتبعون مديريةِ شرقِ غزةَ، ولصالحِ المعلمينَ الذين اجتازَ مديروهم دوراتٍ في إدارةٍ الأزمات).توجدُ علاقةٌ ارتباطيةٌ طرديةٌ موجبةٌ بين متوسطاتِ درجاتِ تقديرِ أفرادِ عينةِ الدراسةِ لدرجةِ ممارسةِ مديري المدارسِ الثانويةِ بالمحافظاتِ الجنوبيةِ من فلسطينَ للتخطيطِ الاستراتيجيِّ ومتوسطاتِ درجاتِ تقديرِهم لمستوى مواجهةِ الأزماتِ في المدارسِ ذاتِها.وكانَ من أهمِّ توصياتِ الدراسة:1. تكثيفُ الاجتماعاتِ الدوريةِ بين الإدارةِ المدرسيةِ وفعالياتِ المجتمعِ المحليِّ؛ لجمعِ معلوماتٍ دوريةٍ عن احتياجاتِ ومتطلباتِ المجتمعِ الداخليِّ والخارجيِّ للمدرسة.2. تشكيلُ الإدارةِ المدرسيةِ للجنةِ تقييمِ أداءِ لجنةِ إدارةِ الأزماتِ، مع صلاحياتِ متابعةِ الأداءِ، واتخاذِ الفعلِ التصحيحيِّ عندَ ظهورِ خطأٍ أو انحرافٍ عن المعايير.3. عقدِ مديرياتِ التربيةِ والتعليمِ لدوراتٍ لتدريبِ مديري المدارسِ على التنبؤ بالأزماتِ المدرسيةِ المستقبليةِ، باستخدامِ الأساليب العلمية.4. تخصيصُ الإدارةِ المدرسيةِ لجزءٍ من موازنتِها، يقدم مكافآتٍ للمعلمينَ على الجهدِ الإضافيِّ المبذولِ بعد تلاشي الأزماتِ. الكلماتُ المِفتاحيةُ: ممارسةُ التخطيطِ الاستراتيجيِّ _ مواجهةُ الأزمات _ مديرو المدارسِ الثانويةِ _ المحافظاتُ الجنوبيةُ من فلسطينَ.AbstractThe degree of practicing strategic planning among secondary school principals in the southern governorates of Palestine and its relationship to facing crises. KhalafAllahThe study aimed to identify practice degree of secondary school principals in the southern governorates of Palestine in strategic planning, and to reveal its relationship with facing crises, and the study followed the descriptive method in its analytical method, as the questionnaire was used as a main tool for collecting data, which the study phase was applied to a sample of a community. Secondary school in the southern governorates of Palestine, whose number (355) teachers, represents (7.5%) of the study population, and the study resulted in a set of results, the most important of which were:_ The study sample's estimate of the degree of high school principals' practice of strategic planning in the southern governorates of Palestine from the viewpoint of their teachers came with relative weight (78.52%), i.e. a high degree._ There are no statistically significant differences at the level of significance (α ≤ 0.05) between the mean scores of the study sample individuals ’assessment of the degree of the practice of secondary school principals in the southern governorates of Palestine for strategic planning due to the classification variables: (gender of the subject, years of service of the examiner, years of service for the principal, years of service for the principal. The specialization of his director), while differences were found according to variables: (the school district, the gender of his director, his director’s passing of courses on strategic planning)._ The study sample’s estimate of the level of crisis response in secondary schools in the southern governorates of Palestine from the viewpoint of its teachers came with relative weight (77.28%), i.e. a high degree._ There are no statistically significant differences at the level of significance (α ≤ 0.05) between the mean scores of the study sample individuals' level of crisis confrontation in secondary schools in the southern governorates of Palestine attributable to the classification variables: (the sex of the subject, years of service of the examinee, the gender of his manager, years of service of his director. For his director, the specialization of his director), while differences were found according to the two variables: (his director passed courses on crisis management, the school district) for the benefit of the teachers who belong to the East Gaza directorate, and in the interest of the teachers whose directors took courses in crisis management)._ There is a positive correlation between the mean scores of the study sample's assessment of the degree of the practice of secondary school principals in the southern governorates of Palestine for strategic planning and the averages of their assessment scores for the level of facing crises in the schools themselves.Among the most important recommendations of the study were:1.Intensification of periodic meetings between the school administration and local community activities; To collect periodic information on the needs and requirements of the internal and external community of the school.2.The formation of the school administration for the committee to evaluate the performance of the crisis management committee, with the powers to follow up on the performance, and to take corrective action when an error or deviation from the standards appears.3.Education directorates hold courses to train school principals in predicting future school crises, using scientific methods.4.The school administration allocates part of its budget that provides rewards to teachers for the additional effort made after the crises subsideKey Words: Strategic Planning Practice - Crisis Response - Secondary School Principals - Southern Governorates of Palestine.
