الملخص

يعد التغيير التكنولوجي من أهم التحولات الجذرية التي شهدها العالم في الآونة الأخيرة , فهو تغير مستمر في الأوضاع الاقتصادية والاجتماعية والسياسية فهو يستخدم مخرجات الابتكار أو الابداع لإحداث هذه التغيرات وارتبطت به مفهومات أُخرَ كالتقدم التكنولوجي والانجاز التكنولوجي والصدمة التكنولوجية وغيرها ويمارس تأثيره في الإنتاجية والنمو الاقتصادي والكُلف والتنمية والأجور وهيكل السوق , لكنه لا يخلو من السلبيات التي تهدد الوجود الإنساني وتحوله إلى وجود هامشي ,وهناك طرائق عدة لقياس التغيير التكنولوجي عن طريق البواقي ويكون متجسد في عنصر العمل( هارود ) أو رأس المال ( سولو) أو المعرفة البشرية ( رومر ولوكاس ) أو العمل ورأس المال معا (هكس ) ,فقد درس بعضهم متوسط نصيب الفرد من الناتج واخر أثر الدخل على الرفاهية وبعضهم الابتكار والتطورات الكمية والنوعية في الإنتاج وكذلك نتائج البحث العلمي ,وقامت الباحثة بالتحري عن أثر التغيير التكنولوجي في القدرة التنافسية إذ إنّ هذا المفهوم الأخير تمثل الإمكانيات لمواجهة المنافسة إذ ساعد ظهور الشركات متعددة الجنسيات وظهور المنظمة العلمية للتجارة على ظهور هذا المفهوم ,فهي تساعد في تحسين الكفاءة وتحفيز الاستثمارات الخارجية ورفع مستوى الأداء وتحسين مستوى المعيشة وتخفيض الكُلف والأسعار.
