ترجمة الملخص

This study examines the merits of the resolution recognizingPalestine as a non-member observer state in the United Nations onNovember 29, 2012 and the impact of this recognition on the politicaland diplomatic status of the State of Palestine. The study explores thephases of (a) crystallizing the idea, (b) materialization of the State ofPalestine, (c) the strategic components of the state of Palestine, (d) thedetails of the Palestinian bid for the UN, distinguishing between"observer entity and observer state" of the State of Palestine. For thispurpose, the study offers an overview of the general features of thePalestinian diplomacy, and addresses the representation problembetween the PLO and the Palestinian Authority and the potential Stateof Palestine. Descriptive analytical method is the main tool of this study;the researcher resorted to workshops, articles, interviews. Conclusionsof the study include:1- The international recognition bolsters Palestine as a subject ofinternational law, and enhances its international rights, stressingthat it is a state under foreign occupation.2- The Palestinian diplomatic efforts are modest due to the absence ofthe accumulation of successes and interdependence of Palestinianinstitutions, as well as submissive policies to the occupier and theinternational community most of the time, resulting in a damagedPalestinian image.3- The division between PLO and the authority in the West Bank andthe government in Gaza generated a negative impact on thePalestinian issue, particularly in the political and diplomaticstature.4- The transfer of the status of Palestine in the United Nations froman entity to a State as an observer would contribute to creating abetter international environment for the State of Palestine amonginternational actors, provided that is best invested to liberate thePalestinian will.Accordingly, the researcher recommends the following:1- The importance of cherishing previous international resolutionsrecognizing Palestine in order to avoid worries related to thewording of the resolution.2- Maintaining the PLO and preserving its representative offices, aswell as establishing new offices and embassies exclusively for thestate of Palestine.3- It is crucial that the Palestinians come over their divisions under acomprehensive national program that stands as a point of referenceto the political and diplomatic action away from factionaldifferences so that the international recognition is best invested fornational purposes.4- The Palestinian law should be taken seriously especially thediplomatic law of 2015 which needs to be amended to fit in withthe current situation.5- The Palestinian Authority should restructure itself and itsapparatuses, identifying its relations with PLO and with thepotential State of Palestine. It also should abandon its obligationsunder Oslo accords with a specified schedule for achieving itsgoals which lead to the real state institutions
