الملخص

هدفت الدراسة الحالية إلى تحديد أدوار الأخصائي الاجتماعي في تفعيل مشاركة مجالس أولياء الأمور في العملية التعليمية في المدارس الحكومية بمحافظة مسقط، والتعرّف على إسهامات مجالس أولياء الأمور في العملية التعليمية، والتعرّف على التحديات التي تواجه مجالس أولياء الأمور والأخصائيين الاجتماعيين، وتقديم مقترحات يمكن أن تسهم في تفعيل مشاركة مجالس أولياء الأمور. ولتحقيق أهداف الدراسة، استخدمت الباحثة المنهج المختلط الذي يجمع بين البيانات الكمية والنوعية، وذلك باستخدام أداتي: الاستبانة والمقابلات. وقد طُبقت الاستبانة على عينة الدراسة المكونة من (160) أخصائيًا اجتماعيًا ومن القائمين بأعمال الأخصائي الاجتماعي في المدارس الحكومية بمحافظة مسقط، كما طُبقت المقابلات على عينة مكونة من (6) رؤساء لمجالس أولياء الأمور من ولايات محافظة مسقط. وتوصلت نتائج الدراسة إلى أن الأخصائي الاجتماعي يؤدي أدوارًا متعددة في تفعيل مجالس أولياء الأمور، منها: إشراك أعضاء مجلس أولياء الأمور في برامج الإرشاد والتوعية، والمشاركة في تنظيم اجتماع الجمعية العمومية لمجلس أولياء الأمور بالمدرسة، والحرص على إبراز دور مجالس أولياء الأمور في المدرسة. وفيما يخص إسهامات مجالس أولياء الأمور في العملية التعليمية، فقد برزت عبارتان بقوة نسبية مرتفعة جدًا، هما: "يشارك مجلس أولياء الأمور في تفعيل المناسبات الوطنية والدينية في المدرسة" و"يساهم مجلس أولياء الأمور في تعزيز القيم والسلوكيات الإيجابية بين الطلبة". أما التحديات التي تواجه هذه المجالس فتتمثل في: قلة الميزانية، وعزوف أولياء الأمور عن المشاركة. كما يواجه الأخصائي الاجتماعي تحديات عدة، من أبرزها: كثرة الأعباء الملقاة على عاتقه، حيث جاءت هذه النقطة بقوة نسبية مرتفعة جدًا. ومن المقترحات التي يمكن أن تسهم في تفعيل مجالس أولياء الأمور: تكريم أعضاء مجلس أولياء الأمور الأكثر فاعلية على مستوى المنطقة. وقد أوصت الدراسة بضرورة توفير مكاتب أو قاعات صفية مجهزة بالأدوات المكتبية لمجالس أولياء الأمور، وتخصيص موازنة مالية لإدارة عمل هذه المجالس وتنظيم مشاركتها في دعم العملية التعليمية في المدارس الحكومية.

The current study aims to identify the roles of social workers in enhancing the participation of parent councils in the educational process of public schools, to explore the contributions of these councils, and to examine the challenges faced by both parent councils and social workers. Additionally, the study seeks to propose practical suggestions to improve the effectiveness of parent councils' participation. To achieve these objectives, the researcher employed a mixed-methods approach, combining both quantitative and qualitative data. Two data collection tools were utilized: a questionnaire and interviews. The questionnaire was administered to a sample of 160 social workers and acting social workers from public schools in the Muscat Governorate. Meanwhile, interviews were conducted with six heads of parent councils from various wilayat within Muscat. The study’s findings revealed that social workers perform various roles in facilitating the participation of parent councils, including involving council members in counseling and awareness programs, organizing general assembly meetings for parent councils, and ensuring the visibility and effectiveness of these councils within the school environment. With regard to the contributions of parent councils, two statements were rated particularly high: (1) "The parent council contributes to organizing national and religious events in the school," and (2) "The parent council helps reinforce positive values and behaviors among students." However, several challenges were identified. Parent councils face issues such as limited budgets and low parental engagement, while social workers reported challenges such as excessive workload, which was noted as a major obstacle. To enhance the effectiveness of parent councils, the study suggests recognizing and honoring the most active councils at the regional level. Finally, the study recommends: Providing dedicated office spaces or classrooms equipped with necessary supplies for parent councils, Allocating specific financial resources to support their activities, and Encouraging structured involvement of parent councils in supporting the educational process in public schools.
