Through analyzing the political crises, between the forces of conflict in the use of force, the research aims to study the international environment of the world order after the end of the Cold War, through the use of force in contravention of the international legitimacy of UN resolutions and international law. In the context of the global struggle for control over resources, energy and domination over the capabilities of others, under the expansionist wave of the Western project, which resulted in catastrophic political, economic and cultural consequences in our region, Syria and Iraq in particular, which raised the following questions :What is the change in the concept of the use of force in international relations after the end of the cold war with the formation of the so-called globalorder? Are the events and developments in the international community due to the use of force? Is international legitimacy applied in conflicts, or is it legitimized, and reformulated according to the interests of the owner of power? Is the war on Syria an extension of the American preemptive war, as in Iraq, or are the factors and motives of the choices made by Syria and Iraq the result of the use of force against it?Methodology: The inductive approach to read the use of force in its comprehensive sense and its role in the management of struggles and conflicts. The descriptive analytical approach, through the knowledge of the components of international policies, the legitimacy of the use of force and its compatibility with the pretexts and justification for its use,as well as in recognizing the effects of their use .The research concluded that the formula of international variables meets the interests of international actors, which constitute patterns of relations involving conflicts and confrontations based on the possession of force, not on the principles of international legality, and that the use of force has led to catastrophic consequences in our region in general and in Iraq after its occupation, But Syria's steadfastness and its inevitable victory represents a transition to the level of making history, because it is a victory that paints the features of an international regime that rejects the unilateral hegemony of the imperialist West and its global system. And the current formula of the Middle East will not remain under American tutelage because ofnewregional and international forces and alliances, for countries such as the Islamic Republic of Iran and Russian Federation.
