This research aim is to determine the possibility of implementing the 6Sigma strategy in service sector, especially in the field of services which are provided by the Ministry of local administration and environment .At the beginning, and through observation and questionnaire, the researcher comprehended the absence of formal systems for quality management in the service sector. In order to ease the research work, the researcher introduced the mechanism of the 6Sigma strategy for the local administration and environment supervisors (a case study), then identified the most common factors that block the implementation of the 6Sigma strategy, and defined the probability of occurrence and their degree of importance based on the reference study and feedback from local administration and environment supervisors. The information were analyzed and the factors that blocked the implementation were arranged according to the level of obstruction resulting from the combination of two criteria the probability of their and expected importance, and then identified the procedures that can be applied to prevent the occurrence of the factors blocking the implementation, so that the 6Sigma strategy could be applied. The research results showed :Lack of a formal Quality Management System .There is a strong relationship between the possibility of occurrence of the factors that block the implementation and the importance of occurrence .The absence of specific measurements of the operation performance, and lack of moral and financial incentives for the workers, which is one of the most important factors that block the implementation of the 6Sigma strategy.
