Investment is one of the most present patterns of economic activity that remains amatter of concern not only forscholars or people who are interested but by political and economic decision makers to the important role it plays in economic development in any country in the world. There fore, this study focuses on the new role played by local communities in the promation of domestic investment, especially after the issuance of the municipal law 11/10 and the state law 12/07 through a comprehensive survey of the various mechanisms and means by which these groups abound and this is in the context of deepening the process of decentralization of the vital economic issues which is interested in investment in order to ensure more care of the citizen and to improve their living conditions in ell field conse quently / achieving the desired development objactives.This is why , we conducted a field study of the reality and prespects of investment in Ourgla stat as a regiond group of the country , qnd a non centralized administrative department , to discuss the administrative political and legal mechanisms that anable the local authaonties to apply the investment policy effectively. This is in the light of the enormous potential ofc this stat , especially in the industrial field , as weel as trevealng the defects that hinder the performance of these groups in the creation of investment projects of benefit to all segments of the local community . L'investissement est considéré comme l'une des diverses formes d'anielioration économiques présentées les dernières n'attirent pas uniquement les étudiants et les personnes intéressées, mais les autorités qui prennent des décisions politiques et économiques aussi, le rôle de cet investissement économique dans tout pays du monde. Ainsi cette étude tourne particulièrement autour du nouveau role que peuvent jour les collectivités locales dans l'accroissent des lois de la commune 11/10 et de wilaya 12/05. Une restructuration générale des moyens matériause en possession des collectivités régionales a été réalisée. L'objectif fondamental est d'approfondir la gestion de la décentralisation de l'investissement dans l'intérêt des citoyens de la région afin d'anieliorer leurs niveaux de vie dans tous les domaines et réaliser les objectifs de développement souhaités. Ainsi nous avous préparé une étude de la situation réelle sur la champ: les investissements locousi dans la wilaya d'Ouargla comme collectivité régionale de l'état et administration décentralisée, Le but est la recherche des moyens administratifs, politiques et législatifs qui peuvent aider le responsable local a' appliquer sa politique d'investissement dans le bon séns, vu les énormes potentialités disponibles cette wilaya particulièrement dans le domaine économique, Le responsable peut exercer sa tache et découvrir les obstacles qui peuvent empêcher la réalisation de nouveaux projets bénéfiques et rentables dans l'intérêt de toutes les classes sociales locales.
