ترجمة الملخص

The study aimed at revealing of the requirements of the good governance and its relation to the security function in the state from the point of view of the security services at Gaza city. To achieve the objectives of the study , the researcher used the analytical descriptive approach and the basic tool of the study was questionnaire implemented on a sample consisted of (118) of leaders from the security services at Gaza.The study concluded with a series of results, the most important was the requirements of the good governance are available by percentage of ( %21.37), There is a strong relationship that is statistically significant at α ≥ .05 between applying the requirements of good governance and security function in Gaza strip.The availability of the rule of law reached (76.60%) , and the requirement of transparency reached (74.5%) , while the area of accountability was (74.90%), justice and equality reached (73.6%) and the area of consensus principle was (70%), the Efficiency and effectiveness was (71.2%), while the decentralization area was (73.40).There were no statistically significant differences between mean responses among the sample of the study regarding the requirements of the good governance and its relation to the security function in the state from the point of view of the security services at Gaza city referring to the gender and experience variable while some were emerged due to the variable of age and grade.In the light of the results the researcher recommended the following : The need of organize the functional relations at the security services based on good security grounds and to subject all employees in the security function to the law without exception and to seek the security services to spread a culture of transparency , clearance and the freedom of expression
