الملخص

يعد الدين العام الداخلي عاملاً مهماً في تحديد مستوى الاستقرار الاقتصادي لدى بلدان العالم المختلفة، بوصفه مصدراً مهماً من مصادر الإيرادات العامة، لما له من أهمية لدى تلك البلدان لتقليل العجز المالي في موازناتها العامة، ومن هذا المنطلق جاء البحث لدراسة أثر الدين العام الداخلي على بعض المتغيرات الاقتصادية الكلية في العراق، فضلاً عن النمو الاقتصادي في العراق خلال المدة (2005-2022)، ومنهج البحث من خلال ذلك الى التعرف على الإطار المفاهيمي والنظري للدين العام الداخلي وبعض المتغيرات الاقتصادية الكلية، إذ تم التطرق فيه إلى حجم ونمو الدين العام الداخلي والتعرف على مصادره ومسسبات الزيادة فيها، من خلال الإطار الوصفي القائم على التحليل النظري، وبعض المؤشرات، فضلاً عن استعمال الأسلوب الكمي القائم على تحليل قياسي لأثر الدين العام الداخلي في المتغيرات المذكورة من خلال برنامج (Eviews:12) بوصفه أداة تحليل، لكونه ذو أهمية بالغة في التعرف على مكونات الدين العام الداخلي في العراق وتطورها خلال مدة البحث (2005-2022)، فضلاً عن أهميتها في بيان المعلومات لصناع القرار السياسي والاقتصادي في الدولة، ويمكن الاستفادة من نتائجها في استخدام السياسات المناسبة لإدارة الدين العام الداخلي، وتعزيز الاستقرار الاقتصادي، كما تم الاستفادة من التحليل الوصفي للوقوف على أهم تطورها، وقد خلص البحث إلى مجموعة من النتائج من أهمها وجود علاقة طردية بين متغيرات البحث خلال مدة البحث، إذ تبين أن هنالك علاقة طردية بين الدين الداخلي الممول بطرق غير تقليدية وعجز الموازنة العامة، وكذلك وجود علاقة طردية بين الدين الداخلي الممول بسندات واحدة وسعر الفائدة، وأن ارتفاع الدين يرتبط بعلاقة طردية مع الدين الداخلي الممول بطرق تقليدية، في حين أن سعر الفائدة يرتبط بعلاقة طردية مع الدين الداخلي الممول بسندات واحدة ومستقلة، وأوصت الدراسة بمجموعة من التوصيات كان من أهمها ضرورة ترشيد السياسة المالية والضريبية عند اعتماد الدين الداخلي، واستبعاد استخدامه كأداة تمويلية نظراً لأهميته ذلك في اتخاذ القرارات التي من شأنها تحقيق التداخل بينها وبين الوصول إلى نتائج مرضية لصالح المتغيرات الاقتصادية الكلية.
