The research aimed toidentify the degreeof pursuing the strategy of problem solving and employing it in the administrative decision-making, by mayors and generalmanagers in all the districts of the West Bank, in addition to provide knowledge aboutthe role of job title, scientific qualification,district, number of municipality employees, and classification of the municipality . As well as to knowwhether there is a relation between the degreeof using strategy of problem solving by heads, managers, and the degreeof performance of the subordinates.And because of the small size of the research population which was (160) heads and managers, the researcher conducted a comprehensive survey of all the population composed of all the heads and directors of the municipalities in the districts of the West Bank for the academic year (2007-2008), the questionnaire was delivered to every member of the population, but not all of them cooperated and the researcher was unable to recover all the questionnaires that have been distributed, and the total number recovered from what had been identified suitable for analysis was(138) which were considered to be the Sample of the study.The descriptive approach was used, and the questionnaire included three major sections; the first aimed to collect general data about the sample and the municipalities they head or administrate, while the second included several points to measure the degreeof the ability of the sample to employ a strategy the strategy of problem solving in the process of decision-making , While the third section included several points to evaluate the performance of subordinates from the perspective of the heads / managers.And after data analysis it appeared that the degreeof ability to employ the strategy of problem solving by the heads and managers of municipalities in the districts of the West Bank was high , where the degreeof their ability to employ problem solving on the scope of definition of the problem received the first degree, followed by the identification of alternatives, and then general orientation, decision-making, whereas evaluation received the fifth and final degree.It also appeared that thedegreeof heads and managers' appreciation of the degreeof their subordinates' performance had been a considerable degree.And it appeared that there were no significant statistical differences in the degreeof ability to employ the strategy of problem solving by the heads/ managers of municipalities due to variables of job title ,scientific qualification, number of employees, at the total tool degreeon all the scopes of the study.Italso appeared that there were no significant statistical differences in the degreeof ability to employ the strategy of problem solving by the heads / managers of municipalities due to variable of district on the total scope and on all the research scopes except for the scope of (identifying alternatives)where the differences were for the benefit of the North districts.In addition,it appeared that there were significant differences in the degreeof ability to employ the strategy of problem solving by the heads / managers of municipalities due to variable of classification of municipality, on the degreeof each of the definition of the problem, identifying alternatives, decision-making, and evaluation, as well as on the total scope, where the differences on the total degreebetween heads/ managers in municipalities with a label "A" on one hand, and their counterparts in municipalities with a label "b" and "d" on the other hand, for the benefit of heads / managers in municipalities with a label with a label "A" , and there were differences in municipalities with a label "b" and "d on one hand , and the heads and managers in municipalities with a label " C" on the ‌حother hand for the benefit of municipalities with a label " C" .And finally it appeared that there is a positive significant statistical relationship between the degreeof ability to employ the strategy of problem solving by heads/managers and the degreeof their subordinates' performance from the perspective of heads / managers themselves.The most important recommendations by the researcher were the need to work on training the heads and managers and all workers in the municipalities to enhance their abilities regarding the strategy of problem solving and employing it in the process of decision-making because of its importance in increasing the effectiveness and performance of the staff, with a focus on upgrading their abilities in the areas of decision-making and evaluation
