الملخص

هدفت هذه الدراسة إلى التعرف على الاحتياجات التدريبية لفلسطين، بناءً على أهمية إعلاء مستوى الكفاءة والثقة، وضرورة العمل على تحديد الاحتياجات التدريبية بدقة لتعزيز الأداء المهني. تم توزيع استبيان الدراسة على عينة مختارة مكونة من 250 فردًا من مختلف الجهات المعنية. تم تحليل البيانات باستخدام برنامج SPSS v.23، وتوصلت الدراسة إلى مجموعة من النتائج، أهمها: هناك فجوة واضحة في تحديد الاحتياجات التدريبية وفقًا للنظام المستخدم حاليًا، حيث يتسم بعدم التنظيم والاعتماد على التقديرات الفردية بدلاً من المعايير المهنية. أشارت النتائج أيضًا إلى ضعف وجود منهجية شاملة لتحديد الاحتياجات التدريبية بما يتناسب مع طبيعة العمل والمسؤوليات. أظهرت الدراسة أن هناك عدم قناعة بين العينة المستهدفة بجدوى البرامج التدريبية الحالية، وأن هناك نقصًا في تفعيل خطط تدريبية حقيقية مبنية على تقييم شامل للاحتياجات. إضافة إلى ذلك، لم يتم تقديم برامج تدريبية متخصصة بما يكفي لتلبية متطلبات التطور المهني. توصي الدراسة بما يلي: إعداد أنظمة فعالة لتحديد الاحتياجات التدريبية بشكل دقيق وموضوعي. تصميم برامج تدريبية مخصصة تستند إلى الاحتياجات الفعلية للوظائف والمسؤوليات. تحسين منهجية التخطيط للتدريب بما يضمن تحقيق الأهداف المرجوة. العمل على تعزيز قناعة العاملين بأهمية التدريب كجزء أساسي من تطوير الأداء الوظيفي.

ترجمة الملخص

This study aimed at describing the process of Training Needs Identification (TNI) in the Palestinian Security forces, and based on that building a more reliable model for this process. This covered pinpointing the machinery followed while identifying TN, who identified training needs, how and what tools were used, pointing the various controllers of the process and finding out how it can be performed better. A questionnaire was tailored to this end. It was distributed to those who are engaged in the training process and mainly to those who perform TNI. A sample of 250 filled in questioners were found valid. Those questionnaires were coded and sample responses were interred into the SPSS v.23 for analyzing. The findings revealed that, the process of TNI was not an integral part of a training system in general nor having its own system as well. It was also found that, those who identify the training needs were not sufficiently trained to do so, there was a random use of tools to help in TNI, the process was based on personal and boss views rather than being reached out of sufficient analysis. This was symbolized in the sample views stating that they are not convinced that the process of TNI reached to the real training needs of security personnel. The study recommended that: TNI should be performed through a specially designed system which should be an integral part of a training system. A model was reached to do that covering the institutional and intra institutional levels. It was also recommended to perform the process based on scientific bases via subjecting the staff involved in this process to a sufficient training to enable reaching real needs. Top level management commitment and involvement was emphasized in the proposed model. It was also proposed to constitute 2 committees to identify the TN on scientific bases, one is on the institutional level and the other is a cross institutional one. Other studies were suggested to complement this study.
