ترجمة الملخص
The aim of this study is to explain the impact of support and funding policies on the development of the Palestinian Police Force, through clarifying the importance of the developmental role of the European Union in consolidating the police force in the West Bank between the years 2006 -2016. The study emphasizes theEU’s effective developmental role in the progression of the Palestinian police force. The study notices the inability of the EU to formulate aunified foreign policy towards Palestine because of the varied positions of the EU member states, and because of the Israeli persistent objection to the inclusion of Europe, as an active player, in the Palestinian-Israeli conflict. The study also shows the role of EU funding in the development of the Palestinian Police Force in the West Bank between 2006 and 2016, by knowing the quality of this assistance and its impact on the police apparatus. It also aims to recognizethe EU policies in its support and funding ofthe Palestinian police. The importance of the study is that it will present a theoretical researchon the international funding provided by the European Union to the Palestinian police in the West Bank, which has benefited from the financing programs in the field of political development. The study concludes with the most important findings that the funding and support of the EU to the Palestinian Authority has played an important role in the development of the police apparatus in the West Bank; and that the EU support to the security services, especially the police, is to serve civil society, such as providing protection to citizens, preventing crime, law enforcement, and traffic regulation. The study confirmed that it is essential to build a state that has access to an active police apparatusthatcan doits job perfectly. زThe study also concluded that the European Police Mission had played an effective advisory role in improving the performance of the Palestinian police force, and does not pressure it to accept, againstits will, anyproject or training; knowing that the Palestinian Police is the party who should decide on such programs. The European Union's contribution through this support tries to achieve relative civil security and stability.Through the interviews conducted for this study, it was obvious that the ideal picture the EU was trying to convey is that there is no security or political hidden motives for this support. The study also found that the support and funding of the police force is to support stability in the region, and thus protect the interests of the European Union to remain as an active actor alongside America as an influential force in the world
