Small and medium enterprises is one of the most important key elements inachieving economic and social development in all countries of the world where it accounts for the highest percentage among all types of economic projects, study aimed to look at the importance of small and medium enterprises, and to identify the financingconstraints faced by small and medium enterprises in Syria and that hamper their growth and development and to identify the role of banks and financial institutions and their difficulties in financing small and medium enterprises sector in Syria.In order to achieve the objectives of the study, after viewing the theoretical framework, the researcher applying analytical and field study the practical reality of the mechanism of financing the process through case study for each of the (Agricultural Bank,Agency for Combating Unemployment and the General Authority for operating and development projects) and relying on official sources of interest to them Small and medium-sized enterprises as a body of the State Planning in addition to the reports, periodicals, information and unpublished data obtained by a researcher through access to practice financial institutions, which also included personal interviews with lenders and donor projects.It was also used SPSS statistical package to connect to the resultsof the studyThe study concluded set of results from the most important: The nature of small and medium enterprises impediment to financing by financial institutions -the prevailing banking systems and play an impediment role in small and medium enterprises access to finance
