The IslamicSupreme Council was established based on a British initiative. It worked under the British mandate cover and one of its duties was to manage the ownership of Palestinian lands, especially Waqf properties. Mufti of Jerusalem, Haj Ameen Al-Husseini was the head of the council from 1921-1937. In 1937,Haj Ameen Al-Husseini had been isolated from his position because of his actions and activities against the British mandate, the Palestinian revolutionwhich was in 1936 is an important example of his actions. After that, the British mandate had controlled over the Islamic council until 1948. This study attempted to clarify the extent of the Islamic Supreme Council independence headed by Haj Ameen Al-Husseini in making decisions and setting a special system to manage Muslims affairs far away from the British policy. Also, it assumes that the Islamic council was found by the British government in order to pass the British policy, to comprehend the religious institution by the British authority, and that the council didn't cross outthe lines which the British mandate have already set. Moreover, to make sure that what the council had done was to serve the mandate and facilitate its duties. This study adopted some primary resources such as decision records of the Islamic council which are saved at the Heritage and Islamic Research centre archive in Abu-Deis, in addition to a set of saved documents in the Israeli Archive. The significance of these documents is to clarify the basic ideologies that the council was directed based on and to show the working methods and systems of the council. Plus, it employed a set of newspapers which tackled the council's news and the most important events on the Palestinian ground such as Palestine newspaper. Based on these resources and depending on different research methods (historical descriptive method, comparative historical approach and Historical-analytical approach) the study tried to prove its hypothesis which is: first, the Islamic Supreme Council is -in reality -a British institution directed by Arabs who work to pass the British policies. Second, it manages the Palestinian lands and territories based on British laws. Third, the council and هits financial resources were following the British mandate and it didn't try to go beyond the given limits but it condemned and denounced in some cases until the great Palestinian revolution occurred. This revolution forced the traditional Palestinian leadership, especially Jerusalem's Mufti, to change their attitudes and policies towards the British mandate government. During that period, Haj Ameen Al-Husseini attempted to break the British policies and to adopt his own policy. His new policy included: a new policy to defend the waqf and non waqf lands and territories to avoid the risk of transferring these lands to the Zionist movement. In addition, he used the council budget to buy the threatened lands in order to save them. The result was his isolation from his position, therefore, the British government pursuit him until he flee to several countries reaching Lebanon. After that, the council was ruled by the British government and headed by Keprkreid from 1937 –1948 (the end of the British mandate over Palestine). Then, it was governed by the Jordanian government until 1967
