introduction:Education has witnessed major developments in the educational field and information technology. Many Years ago the teacher was the initiator and the only source of information in traditional teaching . Now the sources of education have been great and varied . The Learning Resources center is one of the best means to supply the rich, educational environment for the students. Now the students are able to develop their know ledge and communicate with their colleagues of the same interests. Now the students take the responsibility to seek for know ledge that develops their thinking skills. In order to achieve it objectives, the Learning Resources center has been established to train some members , workers and even the secretary of this center The objectives of the study: The objective of the study is to identify the training needs, like the skills of design and management of Learning Resources centers for the students of education, Department of curricula and education techniques , to build a computer program, to provide them with their skills, to show the effectiveness of this program in the achievement and performance of these students . Another objective is also to reveal the differences in achievement and performance among male and female students after the application of this program, this study also aim to show the opinions of the empirical group about the computer program upon practicing it . The Methods and tools of study: The researcher has followed the analytical ,descriptive method and the empirical method that consists of one group . The Researcher has depended on the following tools The Summary A questionnaire to determine training requirements in the field of Design and management of learning Resources centers .-A computer program based on training requirements .-A collective , cognitive achievement test before applying the program , after applying the program ,and a delayed test. - Four performance tests ,in the skills on which the program is based , these tests are done before and after applying the programs besides the delayed test .-Four observation cards attached to the performance tests to measure the performance of (male) students in the skills on which the program is based . - A questionnaire of the students views about the computer Sample and society of the study: A) society of study: All Departs are specialized in the Department of education techniques ,the fifth year students of Education Faculty at Al-Baath University for the academic Year 2016-2017 .They are about 90 male and female students ( this is the number of each section according to the exams division at the faculty of Education). B) Study Sample: The researcher has dealt with three types of samples in this study: -The sample of the needs questionnaire consists of 51( male, and female) students -The sample of the exploratory experiment :The researcher has randomly selected 15( male, and female)students to apply the computer program and its tools .-The sample of the basic experiment : The computer program has been applied after confirming the validity of the tools through the exploratory experiment . It consists of 20 male and female students about 22% of the original community. Study hypothesesThe validity of the hypotheses was verified at the level of significance (0.05): 1-There is no statistical differences between the mean scores of the empirical group in the pretest and posttest of cognitive , collective achievement. 2-There is no statistical differences between the mean scores of the empirical group in the pretest and posttest of performance concerned with the skill of room preparation (the area)to be a learning resources center . 3-There is no statistical differences between the mean scores of the empirical group in the pretest and posttest of performance concerned with the skill of technical regulation of learning Resources centers. 4-There is no statistical differences between the mean scores of the empirical group in the pretest and posttest of performance concerned with the skill of files design and major administrative records of the Learning Resources centers 5-There is no statistical differences between the mean scores of the empirical group in the pretest and posttest of performance concerned with the skill of managing the devices of Learning Resources center. 6-There is no statistical differences between the mean scores of the empirical group in the posttest of cognitive , collective achievement related to the sex variant. 7-There is no statistical differences between the mean scores of the empirical group in the posttest of performance concerned with the skill of room preparation to be A learning Resources center related to the sex variant. 8-There is no statistical differences between the mean scores of the empirical group in the posttest of performance concerned with the skill of technical regulation of the learning resources center related to the sex variant 9-There is no statistical differences between the mean scores of the empirical group in the posttest of performance concerned with the skill of files design and administrative records related to the sex variant. 10-There is no statistical differences between the mean scores of the empirical group in the posttest of performance concerned with the skill of managing the Net related to the sex devices of the Learning Resources center by using school sport 11-There is no statistical differences between the mean scores of the empirical group in the posttest and delayed test of cognitive , collective achievement The limits of the study :-Time limits: The program has been applied in 2017 between 28 \3\2017 and 25\5\2017 . -Space boundaries: Faculty of Education Baath University. -Human Boundaries: students at the Department of curricula (fifth Year Students of teaching techniques –at the faculty of y –at Al-Baath university. -Scientific boundaries: The computer program includes four skills of designing and managing learning resources centers . These skills have been of a great need Results:The results have shown the following : -The effectiveness of the computer program designed to provide the (male) students of the Faculty of Education, Department of curricula and teaching Techniques with the skills of designing and managing learning resources centers . -The (male) students of the empirical group have achieved the standard of proficiency ,that is ,80%. It has been determined in the skills of the computer program ,namely , the skill of room preparation to be a learning resources center , the skill of technical organization of the learning resources center , the skill of designing files and major records of the learning resource center ,and the skill of managing the devices of a learning resources center -There is a statistically significant difference between the average degrees of the (male) students of the empirical group in the pre-application of the collective , cognitive , achievement test and their average degrees in the post-application of the collective , cognitive ,achievement test for the advantage of the post-application - There is a difference between the average grades of the (male) students of the empirical group in the pre-application and their average degrees in the post-application in the four skills the skill of room preparation to be a learning resources center , the skill of technical regulation of the learning resources center ,the skill of designing files and major records of the learning resources center , the skill of managing the devices of a learning resources center for the a advantage of the post-application . -There is no difference between average of the (male) students of the empirical group and the average degrees of the (female) students of the empirical group in the post collective , cognitive ,achievement test . -There is no difference between the average degrees of the (male) students of the empirical group and the average degrees of the (female) students of the empirical group in these two skills :The skill of room preparation to be a learning resources center , and the skill of designing files and major records of the learning resources center. -There is a difference between the average degrees of the male students of the empirical group , and the average degrees of the (female) students of the empirical group in these two skills : the skill of technical organization of the learning resources center ,and the skill of managing the devices of the learning resources center for the advantage of male students . -There is no statistically significant difference between the average degrees of the (male) students of the empirical group in the post collective ,cognitive , achievement test and their average degrees in the delayed ,collective ,cognitive achievement test . -All the answers of the opinions questionnaire Items have been positive , and the highest percentage among axes has been for the advantage of the third axis (tools of evaluation ),them the first axis (program output) has got the second level ,the second axis (the program content has got the third level Study proposals:In light of the study results , the researcher has reached a number of proposals : -Depending on the computer program suggested by the researcher as a training subject in the practical section of a learning resources center course. - Adopting the requirements questionnaire that has been designed for setting a functional description of the job of the secretary of learning resources center . -Increasing the courses that study learning resources centers or setting a separate educational field to study the learning resources and their center -Conducting training studies on other skills that are essential for the students of techniques or even students of libraries to be qualified to manage learning resources centers .
