الملخص

The Telecommunication market is expanding rapidly in Sudan. New operators areentering the market. This implies the existence of interconnection agreementsbetween the different operators in order to avoid arise of conflicts. Theinterconnection agreement between telecommunication operators has threeaspects: Technical; commercial; and legal aspects.This study aims at investigating the interconnection agreement between Sudateland Mobitel and compare to other international practices.The research methodology involved literature review of some internationaltelecommunication interconnection agreements, data gathering on existinginterconnection between Sudatel and Mobitel. The data was interpreted, analyzedand compared with international agreements.The study revealed the existence of some drawbacks and shortcomings in theexisting agreement between Sudatel and Mobitel. The agreement need to befurther revised in its technical, commercial and legal aspects. In addition, theexistence of a written agreement is highly recommended.In order to guarantee a fair market competition between the differenttelecommunication operators and safeguard/protect the rights of subscribers, theNational Telecommunication Corporation, NTC, has a great role to play. NTC hasto put the technical, commercial and legal framework that governs and regulatesthe relationships between the telecommunication operators as well as protectingthe rights of the subscribers.
