Individuals and organizations increasingly rely on social media for sharing information and knowledge. However, criminals exploit social media platforms as fertile ground to launch attacks using techniques such as phishing, fraud, and blackmail. Although the incidence of blackmail crimes is rising, there is a noticeable gap in the literature addressing this issue. The severe consequences of online blackmail urge organizations to establish robust information security regulations. This study aims to examine the impact of information security regulatory factors—namely information security awareness, policies, and culture—on avoiding online blackmail threats. The study proposes a model that integrates constructs from the Technology Threat Avoidance Theory (TTAT), the Theory of Planned Behavior (TPB), and Organizational Control (OC). A quantitative approach, utilizing an online survey, was employed to collect data from 547 employees and students across various industrial sectors. The data were analyzed using SPSS and SmartPLS software. The results indicate that both information security culture and awareness significantly influence users’ motivation to avoid online blackmail threats through shaping their attitudes. Additionally, perceiving a mandated policy notably affects avoidance behavior. Furthermore, apathy and anticipated regret play significant roles in motivating avoidance. These findings highlight the critical role of social factors in influencing avoidance motivation within the TTAT framework. Theoretically, this study contributes by establishing a foundational conceptual framework for future research related to TTAT. Practically, it encourages organizations to emphasize the development of clear policies and the cultivation of a strong information security culture to ensure user compliance and motivation to avoid such threats. Moreover, it underscores the importance of formal mandated policies in guiding user behavior toward effective avoidance of online blackmail threats.
