الملخص

يُعنى البحث بأحد أشكل المسائل في الفكر الإسلامي، وهي إشكال التعارض والتوافق بين مفهوم السلطان في الإسلام كما وجد في نصوص الكتاب والسنة والعلماء من جهة ونموذج الدولة الحديثة من جهة أخرى. ويهدف البحث إلى إيضاح مفهوم السلطان في الإسلام بتحديد غاياته وأهميته في الإسلام وتحديد الخصائص التي يقتضيها، ويهدف كذلك إلى إيضاح خصائص نموذج الدولة الحديثة من خلال استعراض أصولها وتحليل مسار تكوُّنها التاريخي، ثم يهدف إلى دراسة مدى التعارض والتوافق بين المفهوم ومقتضياته وبين خصائص نموذج الدولة الحديثة. وقد تنوعت المنهجيات المستخدمة في البحث بين المنهج الاستقرائي لنصوص الكتاب والسنة وأقوال علماء الإسلام بغرض استجلاء مفهوم السلطان في الإسلام، ثم المنهج التاريخي لاسترداد الماضي وتحليل حاضر الدولة الحديثة بناء على أصولها الفلسفية وظروف نشأتها التاريخية التي تشكِّل الآن ثوابتها الكلية وميراثها الحضاري، ثم المنهج التحليلي للحصول على نتائج البحث النهائية في التوافق والتعارض. وقد خلص البحث إلى عدم وجود التعارض النظري المانع من تنزيل المفهوم على النموذج، وأن الدولة الحديثة برغم ثبات بعض خصائصها إلا أنها تتغير بحسب البيئة التي تتنزل فيها كنموذج للحكم وأن النطاق المركزي لنموذج الحكم الإسلامي هو الهُويَّة الإسلامية.

The thesis is studying one of the most complicated topics in Islamic Thought, which is the conflict between the model of the modern state and the concept of the Sultan in Islam as found in the texts of Quraan and Sunnah in addition to Islamic Scholars blogs. The aim of the research is to clarify the concept of the Sultan in Islam by defining its objectives and its importance in Islam and identifying the characteristics that it requires. It also aims at clarifying the characteristics of the modern state model by reviewing its origins and analyzing its historic development course. It aims also to identifythe extent of the contradiction or compatibility between the concept of Sultan in Islam and the Modern State model. The methodologies used in the research varied between the inductive method of the Quraan and Sunna texts in addition to Islamic Scholars blogs in order to clarify the concept of the Sultan in Islam, then the Historical Analysis approach to analyze the present Modern State based on its philosophical origins and historical circumstances which currently constitute its total values and cultural heritage and then finally the analytical method to study the compatibility and conflict between the identified characteristics. The research concluded that there is no theoretical contradiction preventing the concept of Sultan in Islam from being applicableon the Modern State model and that the modern state changes some of its characteristics according to its environment. It is also concluded that the central domain of the model of Islamic governance is Islamic Identity.
