The electricity distribution network in Lattakia suffers from many problems, most notably: Density of breakdown (thermal breakdown of cable insulation) and difficulty in locating faults And the consumption of time to carry out maintenance and large loss in the network (technical and commercial)and the Unacceptable voltage drops within the consumers and the difficulty of operating the network with small generators(newly imposed)and meter reading Errors, The most important of which are the problems of electrical maneuvers, which require a long time, And errors that occur during the implementation of these maneuvers, which often expose the lives of technicians and people to dangers ,In addition to the need for monitoring and automatic protection of expensive and sensitive equipment which is not used in the Lattakia network .In this research an attempt was made to introduce automation systems to solve some of the problems mentioned above, in particular the problems of maneuvering and monitoring and protection of sensitive devices. Where the best way to automate the previous problems was studied, so we used The new STEP7 and Wincc programs that were introduced by Siemens In which programs are written in order to control the programmable PLC using Ladder language which is in Charge of controlling the substation 66/20Kv.So a Program have been written to control the electrical rationing in Lattakia ,This program allows you to enter the time to ration and to separate and recharge the lines according to the time required according to the rationing plan. And a program was also developed to switch the power feed to a first-class load between the basic and the spare lines, A program to monitor and control the transformer temperature within the substation is divided into three stages at 40c, 70c and 100c. Another program ensures the continuity of the cooling liquid. Because of the importance of the DC current in the station which is responsible for feeding the protections and measuring devices, a program was written to monitor and control the work of the charger and diesel, A database of the station containing the types, date and location of the faults has also been developed .Results indicate that automation can be used to solve the problems above.
