الملخص

Les organisations dans un réseau inter organisationnel subissent de fréquents changements. Pour rester compétitives, leurs stratégies et leurs systèmes d’information doivent évoluer de concert, ce qui n’est pas aisé. Bien souvent, l’évolution se fait de manière séparée voire divergente. Or, une rupture de la relation d’alignement entre système d’information et stratégie entraîne une baisse de la performance au niveau des organisations et au réseau inter organisationnel. Les organisations ont donc besoin de maîtriser l’évolution conjointe des systèmes d’information et des stratégies, ce qui suppose de savoir si le système d’information et la stratégie gèrent la même information ou permettent d’atteindre les mêmes buts, pour pouvoir ensuite corriger le système d’information ou la stratégie. Les directeurs de systèmes d’information considèrent le problème de l’alignement comme leur priorité absolue mais ils admettent qu’il reste encore mal posé et, a fortiori, mal résolu. De nombreux chercheurs s’intéressent au problème de l’alignement, le plus souvent sous l’angle de l’alignement de la stratégie du développement du système d’information sur la stratégie de développement de l’entreprise (alignement stratégique). Nous proposons de nous écarter de cette vision réductrice en abordant le problème de l’alignement entre stratégie et système d’information dans un contexte inter organisationnel. Cette thèse apporte une réponse aux problèmes d’alignement entre stratégie et système d’information dans un contexte inter organisationnel ou nous proposons une approche intitulée ASSICIO « Alignement entre Stratégie et SI dans un Contexte Inter Organisationnel ». Cette approche utilise une modélisation orientée but qui repose sur le formalisme MAP

Organizations in an inter organizational undergo frequent changes. To remain competitive, their strategies and information systems must evolve in concert, which is not easy. Often, changes are made separately or divergent. However, a breakdown in the relationship of alignment between information system and strategy leads to lower performance level organizations and inter-organizational network. Organizations therefore need to control the co-evolution of information systems and strategies, which involves whether the information system strategy and manage the same information or help to achieve the same goals, in order then to correct the information system or strategy. The directors of information systems consider the problem of alignment as their top priority but they admit there is still ill-posed and even more poorly resolved. Many researchers interested in the problem of alignment, most often in terms of alignment between strategy developments of information system and strategy development of the company (strategic alignment). We propose to move beyond this simplistic vision in addressing the problem of alignment between strategy and information system in inter organizational context. This thesis provides an answer to the problem of alignment between strategy and information system in inter organizational context where we propose an approach named ASISIOC « Alignment between Strategy and IS in an Inter Organizational Context». This approach uses an object-oriented modeling based on the MAP formalism
