الإدارة المدرسیة تعمل على توفیر الشروط المادية و المعنوية داخل المؤسسة التربوية المعلمین و المتعلمین (التلامیذ) على تحقیق الأھداف التربوية المرجوة. غیر أن المدرسیة الجزائرية بصفة عامة و الإدارة المدرسیة و الابتدائیة بصفة خاصة يؤكد وجود مشكلات تواجه مدير المدرسة الابتدائیة أثناء قیامه بمھامه التربوية البیداغوجیة التي ھي للإدارة المدرسیة وذلك يعود إلى طغیان المھام الإدارية على حساب المھام التربوية وتكلیف مدير المدرسة الابتدائیة بمھام مالیة لیست من اختصاصه و فوق طاقته و بشريا بالإضافة إلى تبعیة المدرسة الابتدائیة إلى البلدية من حیث التسییر، وھذا يؤدي إلى ھدر وقته و طاقته.
