ترجمة الملخص

Due to the growing levels of poverty, that it is a problem that the community suffered of its development, which represented by material deprivation, low living level, therefore, this research has addressed the role of the most important policies to combat poverty in Syria (economic policy, developing agriculture policy, combat unemployment policy and social policy) in reducing the numbers of the poor .This research focused on the fact that these policies has not achieved an effective role to reduce the numbers of the poor .The importance of this research raised in evaluating the effectiveness of combat poverty policies by the reality of poverty spread, as well as to identify the role of these policies in reducing poverty effectively and knowing the challenges, which is facing policy plans when applied. The importance of having policies when faced the problem of poverty, the research is historically analytical ,where it reviews the policies in Syria to combat poverty since independence in 1946, until 2010and highlighted on the poverty, and the most important policies to combat poverty, and planning in Syria before and after approachingfive-year plans ,the effectiveness of five-year plans in combat poverty, and the challenges. The significant findings of the research included: lack of contribution of policies to combat poverty ,despite its diversity ,in the reduction of poverty, absence of the role of these policies in reducing the causes of poverty, the highest percentage of the poor was in areas ,have a lack of services, lack of development policies to combat poverty mechanism, that appropriate the growing needs of the community, Five-Year plans weren't effective in combat poverty because it wasn't realistic, the challenges, that is facing five-year plans weren't taken in consideration, when plan approaching, which make the man ongoing challenge and prevent achieving the objectives of these policies.
