This study aimed to identify the scientific-functional-personal and leadership characters that must be hold by candidates who will fill an administrative posts in basic education schools from its workers point of view themselves, More This Study aimed also to investigate the effect of (Gender, Years experience, educational qualification, and the current work) in these conditions, and to know the experiences of Arab and developed countries in the field of occupants administrative functions selection in educational institutions, in addition to providing imagine a proposal for rules to choose the occupants of administrative functions in basic education schools in the Syrian Arab Republic in the light of the Arab Administrative experiences and the experiences of developed countries The study sample has been consisted of(1731) of workers in basic education schools in the provinces of Damascus, Homs, and Hama, and Latakia, it has applied to study in the second semester of the academic year(2014-2015 AD), also study tools has been formed: a questionnaire to measure conditions to be met candidates for administrative posts in primary schools, and the cardinter view with members of the relevant committees to choose the occupants of administrative functions in basic education schools, and has adopted the study descriptive analytical method, comparative approach .To achieve the study objectives of and to treat its problem the researcher exploratory study of the reality of choosing the occupants of administrative functions in basic education schools The study concluded several results and it was the most important of the following:1.There are statistically significant differences between the averages of the respondents answers about the qualities that should be available candidates to fill administrative posts in primary schools due to the variablesex,andcommunicationofmalerespondentsdifferences.2. There are significant differences between the averages of the answers respondents about the qualities that should be available candidates to fill administrative posts in primary schools due to the variable of academic qualification, and in favor of those with higher certificates differences.3. There are significant differences between the averages of the answers respondents about the qualities that should be available candidates to fill administrative posts in primary schools due to the variable years of experience differences, and in favor with the most experience.4. There are significant differences between the averages of the answers respondents about the qualities that should be available candidates to fill administrative posts in primary schools due to the variable Job Title, and in favor of managers of respondents differences.5. teachers saw that the certificate optimized for Associate Director is a university degree, and a percentage of (42.41%), and that the optimized certificate for the secretary is a university degree, and a percentage of (39.78%), and that the certificate optimized for prompt is the average of the Institute, and as a percentage of (25.24%).6. (74.4%) of teachers had stipulated, a condition that a candidate for the post of school principal, the educational qualification diploma, while that (54.6%) of them to the lack of importance of educational qualification of Associate Director, and saw (58.7) of the teachers, the educational qualification is necessary for the Secretary password, and (58.2%) found it is important for the prompt.7. (63.7%) of the teachers saw, that the candidate for the management of school basic education should follow a course in management, as he saw (61.6%) of them saw that training courses are not necessary for the candidate for the post of Assistant Director, and (37.5%) of them, and found them unnecessary The candidate for the post of the secretary, and the condition (63.6%) of the teachers, follow the candidate for the router in the basic education cycle schools in the administration.8. With regard to Years of Experience optimal candidate to manage the school for basic education, the gold (34.6%) of the teachers, that between 20-25 years, and the percentage with respect to Associate Director close to it as it was III(34.1%), and the same thing applies Candidates for the post of the secretary, and the router.9. ratio(100%) of managers believe that the certificate is optimized for costly as the Director School of basic education, is a university degree, as managers went to the certificate optimized for Associate Director is a university degree, and a percentage of (97%), and that the certificate optimized for secretary It is the average of the Institute, and as a percentage of (72.7%), and that the certificate is optimized to prompt the Institute, and as a percentage of (72.7%).10. stipulate a condition (66.7%) of the managers, a candidate for the post of principal of the school, the educational qualification diploma, while gold (63.6%) of them to the importance of educational qualification of Associate Director, and saw (69.7) of the managers, that the educational qualification is essential for the secretary , and (69.7%) found it is important for the prompt.11. saw (42.4%) of the managers, that the candidate for the management of school basic education to follow a course in management, as he saw (63.6%) of them that training courses are not necessary for the candidate for the post of Assistant Director, and (78.8%) of them, and found them unnecessary The candidate for the post of the secretary, and (81.8%) of them, and found it unnecessary for the candidate for the post directed at basic education schools.12. With regard to Years of Experience optimal candidate to manage the school for basic education, has gone (45.56%) of the managers, that between (5-10) years, and the percentage with respect to Associate Director close to it as it was (30.3%), and gold (39.4%) of the managers to the foot of the optimal candidate for the post of secretary between (10-15) years, and the percentage with respect to the router close to it as it was (45.5%).13. that the proportion (84.4%) of the aides Director see that the certificate is optimized for costly as the Director School of basic education, is the average of the Institute, as associate went to the certificate optimized for Associate Director is the average of the Institute, and as a percentage of (84.4%), and that the certificate optimization the secretary is the average of the institute, university and leave, and a percentage of (50%) each, and that the certificate is optimized to prompt the Mediterranean Institute, university and leave, and a percentage of (50%) each. IV14. found (59.4%) of the assistants that a candidate for the post of principal of the school, and Associate Director of the educational qualification diploma, is unnecessary, and saw (87.5) of collaborators, that educational qualification is essential for the secretary, and (75%) found it is important to the prompt.15. felt (50%) of the aides Director, that the training courses is necessary for a candidate to manage the school for basic education, as seen (59.4%) of them that training courses are not necessary for the candidate for the post of assistant director, and the secretary, and directed in basic education schools.16. With regard to Years of Experience optimal candidate to manage the school for basic education, has gone (25%) of the aides Director, to that between (5-10) years, and the percentage with respect to Associate Director close to it as it was (34.4%), and (46.9%) of them found the same thing with respect to the router, as seen (37.5%) of them to the foot of the perfect candidate for the post of secretary between (10-15) years.17. that the proportion (87.1%) of the secretaries believe that the certificate is optimized for costly as the Director School of basic education, is a university degree, also went secretaries to the certificate optimized for Associate Director is the average of the Institute, and as a percentage of (74.2%), and that the certificate optimized for the secretary and directed Institute is average, and the percentage of (61.3%)18. condition (74.2%) of the secretaries for the candidate for the post of principal of the school on educational qualification diploma, and saw (74.2%) of them, that the educational qualification is essential to the Associate Director, and the secretary, and the router.19. saw (61.3%) of the secretaries, that the candidate for the management school of basic education, that is subject to the cycle in the administration, as seen (74.2%) of them that training courses are not necessary for the candidate for the post of assistant director, and the secretary, and directed at schools the basic education.20. With regard to Years of Experience optimal candidate to manage the school for basic education, has gone (25%) of the secretaries, to that between (10-15)years, and the percentage with respect to the foot optimized for Associate Director, and the secretary, and directed (35.5% ), a class of between 5-10 years. With regard to Years of Experience optimal candidate to manage the school for basic education, the gold (38.5%) of the supervisors, that between (10-15) years, and the percentage with respect to the foot optimized for Associate Director (69.2%), for the class of ( 10-15 years), with gold (100%) of them to be presented and directed the secretary should be limited between (5-10) years.29. that the proportion (95.8%) of the librarians believe that the certificate is optimized for costly as the Director and Deputy Director of the School of basic education, is a university degree, also went librarians to that certificate optimized for the secretary and the router is the average of the Institute, and as a percentage of (83.3%) .30. condition (97.2%) of the librarians a candidate for the post of principal of the school on educational qualification diploma, and saw (95.8%) of them, that the educational qualification is essential for the Associate Director and directed, and (91.7%) of them and found it is not necessary for the Secretary.31. saw (70.8%) of librarians, it requires the candidate to fill the post of Director in basic education schools, be subject to the cycle in the administration, and saw (95.8) of them that the session of the Governing necessary for candidates for the post of Deputy Director, and the Secretary, and the router.32. With regard to Years of Experience optimal candidate to manage the school for basic education, has gone (75%) of librarians, that between (10-15) years, and the percentage with respect to the foot optimized for Associate Director, and directed (83.3%), for a class less than five years, while the gold (79.2%) of them that gave the secretary should be less than five years.
