Govermment responsibility for its illegal actions is a type of legal liability whichis based on the error occurred by the administration, it self where the administration is liable to pay compensation for such harm caused to third partiyas a result of its unlawfulact. The basic adminstrstive principle is to conduct its work in accordance with the legal procedures in the countries intended the benefit of public in all its actions. The subject of the study is the state responsibility for its illegal actions -a comparative study –It is three chapters due to the significance of the subject and its modern background. The Introductory chapter is dealt with the nature of administrative responsibility and its historical origins, as well as its types and itsmost important characteristics. The second chapter is examinesthe error as it is the base of the administrative responsibility, which is based on error, by defining the error, clarifying its types, the need for a causal relationship between the errorandtheharm caused to individuals, what are the necessary conditions in the harm to be compensated, and what is the competent court that is specialized in hearing claims of administrative responsibility and judicial applications. The Second Chapter dealt with the illegal administrative decisions, causes and effects. It examines the formal and objective reasons to the illegality of administrative decisions. At the end, the study discusses the dealt with impact of their administrative responsibility (the punishment), which is always the compensation in order to eliminate the harm to individuals because of the administrative activities, and what is the nature of this compensation and the foundations base.
