Urban communities arise out of the interaction of populations with the locations they inhabit. These communities further develop through the attempts of their members to advance in various aspects of their life (wealth, career, education, income, housing). This urban mix maybe exposed to instability at different stage of its development due to a variety of crises, thereby increasing socio-economic mobility as members of the community search for safety and better opportunities in life.Beginning in 2011and up until the current day, Syria has seen an increase and change in the patterns of social economic mobility at a local and regional level driven bypolitical factors.This has createda situation of instability in urbancommunities. Thisimposes a present needforan in-depth studythat is actionable with regards to reconstruction plans in Syria.There is little research on the impact of migration in the Syrian conflict on reconstruction plans. This paper attempts to document and discuss various stages of mobilityin Syria in light of the crisisand to study itsimpact on reconstruction plans in various fields including land use, architectural economy, and housing, from the perspectives of conservation,redevelopment anddevelopment. Which is determined bythe assessment ofthe damage and the possibility of harnessing the opportunities to change the patterns of development.Thispaperpresents a theoretical study onconcepts of social economic mobility patterns and their factors, concludeintheend offirst chapterto athree-dimensionalmatrix useful in determining the level, pattern and indicators ofmobility. Turning to Definition the crisis andthe crisiscurveand dropping it on Case studies,expanded thereafter in identifying concepts related to reconstruction and the methods used to determentreconstruction stages and levels of plans,ratiocinate to a scale to measure the impact of mobility on reconstruction plans.The paper moves on to study examples from around the world on the impact of mobility on reconstruction plans, focusingon experiences that pursued adevelopment reconstruction approach. Furthermore, it elaboratesin the practical section study on the impact of mobilityin Syria. The fifth chapter concludeswith a developmentreconstructionvision in the city of Latakia that applies these ideas, challenging traditional frameworks and solvingthe problems of planning in a sustainable manner.
