الملخص

Dans le but de développer le secteur agricole en Algérie, l'Etat a mis en place un programme de développement agricole : le PNDA. Le travail consiste à analyser les résultats du PNDA pour la filière arboricole dans la wilaya de Blida et comment ce programme va contribuer à développer la production des plants et celle des fruits. Après l'enquête réalisée auprès des pépiniéristes producteurs des plants et des arboriculteurs bénéficiaires du PNDA, un certain nombre de remarque a été tiré: - La création anarchique de petites pépinières dont les règles de qualité ne sont pas respectées ce qui explique la présence des plants non agréés sur le marché. - Le suivi qualitatif du programme ne se fait pas sur le terrain à cause de l'absence de partenariat entre l'agriculteur et les responsables de l'administration et la désorganisation des agriculteurs. - Avec le programme du PNDA, les plants produits ne posent pas de problèmes d'écoulement donc la certification ne constitue aucune priorité pour les producteurs. Sur la base de l'étude réalisée nous avons pu constater que La wilaya de Blida dispose de potentialités permettant d'installer un verger intensif et hautement productif.

With an aim of developing the agricultural sector in Algeria, the State set up an agricultural program of development : the PNDA. Work consists in analyzing the results of the PNDA for the arboricole die in the wilaya of Blida and how this program will contribute to develop the production of the seedlings and that of the fruits. After the investigation carried out near the producing nursery gardeners of the seedlings and profit nurserymen of the PNDA, a certain number of remarks was drawn: The anarchistic creation of small seedbeds whose rules of quality are not complied with what explains the presence of the seedlings not approved on the market. The qualitative follow-up of the program is not done on the ground because of the absence of partnership between the farmer and the persons in charge for the administration and the disorganization for the farmers. With the program of the PNDA, the seedlings produced thus do not pose problems of flow certification does not constitute any priority for the producers. On the basis of study carried out we could note that the wilaya of Blida has potentialities making it possible to install an intensive and highly productive orchard
