الملخص

Durant notre travail de recherche nous avons tenté de confirmé l'importance et l'apport de la fiscalité locale comme un instrument primordial dans le développement local, cas des communes de la wilaya de Bejaia. Avant d'entamer l'exploration du terrain, nous avons dû faire connaissances des concepts relatif à la commune et de désigner des indicateurs permettant la contribution et l'analyse des budgets communales de Bejaia.Après avoir effectué une étude sur le terrain au sien de la DAL de Bejaia, nous avons choisie un échantillon de trois communes, une commune riche, une qui est moyenne et une pauvre ; dans l'objectif d'y procéder à des comparaisons.L'analyse financière des budgets communaux de la wilaya de Bejaia que nous avons mené sur une période de trois exercices, explique, la persistance de la crise des finances communales particulièrement dans le cas des communes pauvres. Les résultats de cette analyse justifient également la dépendance des finances communales à l’état.

During our research we tried to confirm the importance and contribution of local taxation as a key instrument in local development, cases of Bejaia. Before beginning the exploration of the field, we had to make knowledge of concepts relating to the common and designate indicators for the contribution and analysis of municipal budgets of Bejaia.After having carried out a field study or his DAL Bejaia, we have selected a sample of three common, a rich town, which is an average does a poor; with the aim of making comparisons there. Financial analysis of municipal budgets in Bejaia we conducted over a period of three years, explains the persistence of the crisis of municipal finances especially in the case of poor communes. The results of this analysis also justify reliance on municipal finances to the state.
