A poverty is a multilateral phenomenon, which represented by the material dissatisfaction, as a quantitatively and qualitatively malnutrition, a deterioration of healthy state, and reduction of educational level and residential situation, in addition to human un ability to meet the basic needs, which leads to the social exclusion The aim of this research is to estimate the poverty lines and the Inequality coefficients of income distribution for 1987-07 , and to explain and analyze the poverty phenomenon iN Iraq, through analyzing the relity of Iraqi economy, explaining the factors leading Iraqi people to be more poverty, contributing the increase of inequality level of income distribution , exacerbating the poverty phenomenon in Iraq. The hypothesis of this research is emphasized that the inequality of income distribution has important effects on poverty. Thus, the macroeconmic policies aiming at reduction of this inequality of income distribution may lead to mitigate the poverty rate in Iraq. This study deals with poverty through the effects of inequality of income distribution, as well as the accumulative effect of poverty, by using of an econometric model to estimulate the relation between this inequality and poverty, depending on estimating or assess the poverty lines and the variance coefficients for all study period. The adoption of the distribution system through nutrition card has contributed with the decrease of food prices. It was represented as a safety net for most poverty classes, despite the significant disadvantages in this system; i.e. it was inefficient in its aiming at the poor households exclusively, as well as the aspects of managerial and financial corruption. The poverty in Iraq has many political , economic, and social effects . the most important of them are: expansion of diseases and pandemics because of the deficiency of food, diffusion of unemployment, and lower enrollment rate of various education levels. The policies aiming at poor cannot achieve their goals unless it can accurately determine the poor people. So, it is necessary to activate the system of social protection net to reach the most poverty classes, and to expand this net to include people living under poverty line, in order to increase monthly amount to them, according to the economic reality in Iraq. The study has been divided into three chapters. Chapter one explains the theoretical framework of poverty and inequality of income distribution . While chapter two deals with the relation between poverty and inequality of income distribution in Iraqi economy. Finally , chapter three offers the macroeconomic policies against poverty and inequality.
