The aim of this thesis, entitled ‘The Problematic of the Post-Cold War Building of the Algerian Security’, is to shed light on that important era in the history of Algeria and on its variables, transformations and repercussions that had an impact on the security of the country. After the end of the Cold War, Algeria faced many security problems that threatened its national stability, due mainly to the changes of the internal and external environment, which constituted interlinked relations that affected the Algerian security building system. This is explained by the change of the security threat patterns that are no longer militaristic and inter-states, but which are extended to non-military and stateless threats that transcend temporal and spatial boundaries, like terrorism, illegal immigration, organized crime, ethnic conflicts,etc. The security situation has become, accordingly, more extensive due to the diversity and multiplicity of threat origins. This fact has forced Algeria to formulate a general security policy with a wide range variety in terms of frameworks and contents so that to maintain its security and survival in parallel with the regional chaos and instability that are still following the events of the so-called ‘Arab Spring’. () Cette thèse, intitulée "La problématique de la construction de la sécurité algérienne après la guerre froide", a pour but de mettre en lumière une période importante de l'histoire de l'Algérie et ses variables, transformations et répercussions qui ont eu une incidence sur la sécurité du pays. Après la fin de la guerre froide, l’Algérie était confrontée à de nombreux problèmes de sécurité qui menaçaient sa stabilité nationale, principalement en raison des changements qu’a connu l’environnement interne et externe, et qui ont constituait a l’époque des relations interdépendantes affectant la nature du système algérien de sécurité. A cela s'ajoutais le changement des modèles de menaces sécuritaires qui ne sont plus militaristes et interétatiques, mais qui s'étendent aux menaces non militaires et apatrides qui transcendent les frontières temporelles et spatiales, telles que le terrorisme, l'immigration illégale, le crime organisé, les conflits ethniques. ,etc. La situation en matière de sécurité est donc devenue plus vaste en raison de cette diversité et multiplicité des menaces. Ce fait a obligé l’Algérie à formuler une politique sécuritaire très variée en termes de contenus afin de maintenir sa sécurité et sa survie parallèlement au chaos et à l’instabilité régionale qui continuent de suivre notamment par ce qu’on a appeler les événements du Printemps arabe'.
