The main purpose of the current study is to investigate the reality and to what extent the application of the Total Quality Management (TQM) approach principles in the local organizations that are categorized as municipalities in the West Bank. In particular, the study is designed to find out the real role of these institutions in the sustainable development of their local communities from the point of view of the municipalities division chairs and administrators; the effect of the region in which the municipality is located, the size of the population benefiting from the service, gender, the social status, age and length of service on their perceptions on the application of the principles of the TQM approach and to find out the correlation between the extent of the application of the TQM approach and the role of the local organizations in the sustainable development of their communities. For data collection and analysis the study used the descriptive approach. The researcher collected the data (quantitative and qualitative) through a survey during 2009. The sample of the study is composed of 90 individuals out of 116 administrators and division chairs at 11 local institutions. The researcher distributed 90 surveys. She received back 85 surveys that are acceptable for statistical analysis. That is, the researcher had a 94.4% of the surveys returned. To achieve the goals of the study, the researcher developed a survey that is composed of 165 sections. The survey focused on ten main areas to investigate the extent of the application of the Total Quality Management approach at all the participating institutions. These are: the support of the senior administration of the implementation of the TQM approach, the focus on the employees, the organizational structure, the leadership approach, sustainable development, the process of decision making, focus on the beneficiary of the implementation of the TQM approach, quality control, the organization of the operations and the focus on the financial supporters. In addition, the survey included another main section to measure the role of those local institutions (the municipalities) in the sustainable development process. The validity and reliability of the instrument of the study is supported by the statistical measure of the stability factor (0.99) and the real development factor (97) according the Kronbakh Alfa. The statistical analysis of the data included percentages, the means and the standard deviations. Also, the researcher used the Pearson Correlation, T-test, and the LSD test for hypothesis testing. ح The study concluded that the division heads and the administrators at those local organizations in the West Bank have a positive view toward the application of the TQM approach as indicated by the statistical analysis (mean = 3.15). The focus on the funding agencies section has the highest mean (3.77) whereas the focus on the employees has the lowest mean (2.66). In the mean time the study found out that the effort of the local institutions to apply the TQM approach at their organization has a (3.41) mean. The study also concluded that there is a positive correlation between the implementation of the TQM approach and the participation of those local organizations in West Bank in the process of sustainable development. Further, there is no statistical differences between the application of the principles of the TQM approach at those local organizations and the participation of those local institutions to achieve sustainable development due to the number of employees, the size of the population benefiting from the services, gender, social status, age, and number of years working at the organization. Further, the study concluded that there are real statistical variations (0.05) between the regions where these local organizations are located. For instance Nablus Governorate achieved the highest percentage in the application of the principles of the TQM approach and Salfeet and Nablus Governorates achieved the highest participation in the process of sustainable development. Based on the results of the study the researcher recommends that the senior administration at the local organizations in West Bank adopt an approach that encourages the spread of the philosophy of the TQM approach, support and reinforce its implementation, and take serious efforts in educating, training and encouraging the participation of its communities
