الملخص

اجريت هذه الدراسة في الفترة ما بين 1 -5/2009 - 30/11/2010، حيث مثل مجتمع الدراسة مديري مديريات الشرطة في المحافظات، مديري المراكز في مديري الإدارات المتخصصة، وا من مؤسسات المجتمع المدني في الضفة الغربية، جميعهم المؤسسة الشرطية، وتسعون مديرباستثناء محافظة القدسو .تمثلت مشكلة الدراسة في دور المؤسسة الشرطية في مساعدة مؤسسات المجتمع المدني على أداء دورها التنموي، حيث هدفت إلى التعرف على دور المؤسسة الشرطية من رطية، ومدراء مؤسسات المجتمع المدني، والإجابة عن أسئلة وجهة نظر مدراء المؤسسة الشالدراسسة الشرطية ومؤسسات المجتمع المدني في المجال الأمني، ة المتعلقة بواقع العلاقة بين المؤسالقانونية، و إلى تقديم مقترحات تسهم في تطوير دورها، التنمية الاجتماعية، الاقتصادية السياسية والتي تؤثر على أداء عمل مؤسسة الشرطة في مساعدة مؤسساوالوقوف على ابرز المعيقات ت المجتمع المدني على أداء دورها التنموي. ولقد استخدمت الباحثة المنهج الوصفي لإنجاز الدراسة، ت بالاستبانة والمقابلة، ومراجعة الأدبيات السابقة، وجهت حيث استعانت في جمع البيانات والمعلومامراكز الشرطية، ولمديري مؤسسات المجتمع المدني، في حين الاستبانة لمديري التم توجيه أسئلة مديري شرطة المحافظات في الضفة الغربية، وقد تم تحليل المقابلة لمديري الإدارات المتخصصة، ورجات الاستبانة ومعالجتها إحصائيا، وعرضها بواسطة حزمة مخSPSSواستخدام اختبار التباين الأحادي،اختبار تحليل )Correlations(، اختبار LSD. وقد أظهرت نتائج الدراسة إن درجةور المؤسسة الشرطية في مساعدة مؤسسات المجتمع المدني دعلى أداء دورها التنموي كانت بوى جيد جدا، حيث وصلت النسبة المئوية لاستجابة المؤسسة مستالشرطية إلى )86.0( ،) 80.8 (لمؤسسات المجتمع المدنيو .أظهرت نتائج المقابلات التي أجرتها الباحثة ان هناك ع الشرطية ومؤسسات المجتمع المدني تأخذ طابع التعاون، لاقة بين المؤسسةبين ان هناك محاولات جادة من المؤسسة الشرطية ومؤسسات الشراكة، التكامل، وتتسم بالثقة، وت فيما بينهما عبر خلق أجسام مشتركة لمعالجة القضايا، المجتمع المدني لرفع درجة التنسيق والتعاونوعمل مذكراتتفاهم لنظم العلاقة المشتركة. تصر على تقديم الخدمات وانفاذ القانون، وإنما له ثمار اتضح ان دور المؤسسة الشرطية ليس مقتؤديها لها انعكاسات على المجتمع بأكمله، وبينت أهمية تقطف من قبل الآخرين، والخدمات التي لتعاون من قبل المواطنين في المساعدة على كشف الجريمةا، وبان الخدمات التي تؤديها المؤسسة فير البيئة المستقرة التي تسمح بفتح السفارات وإيفاد الشرطية تدعم المستوى السياسي، مما يسهم بتو زالبعثات الدبلوماسية، وبانقانوني ينظم عمل المؤسسة الشرطية، بحيث تلتزم بتطبيق هناك إطار القانون الإجراءات الجزائية الفلسطيني الذييكفل حقوق الأفراد، في مواجهتها، وبان الإدارات عض، بحيث تتكفل بتوفير الأمن والأمان والاستقرار للمواطن المتخصصة تتكامل مع بعضها البالفلسطيني، بهدفتحقيق رؤية ورسالة المؤسسة الشرطيةو .أتضح من خلال نتيجة المقابلات التي اجرتها الباحثة إن هناك خلط في فهم دور المؤسسة الشرطية، ودور المؤسسة الأمنية، من قبل بعض مؤسسات المجتمع المدني، وبأنه يوجد ضعف في الوعي القانوني لدى بعض شرائح المجتمع، بدور المؤسسة الشرطية وعلاقته بالتنميةولكن من جهة أخرى، هناك تطور في آليات قي الشكاوى والمسائلة الداخلية والخارجية، وأيضا هناك تلعمليات تقوم بها المؤسسة الشرطية خاصة بها لا يمكن إشراك مؤسسات المجتمع المدني بها. تعمل بطريقة علمية وممنهجة، في ممارسـتها لإجـراءات أظهرت النتائج بان المؤسسة الشرطيةلية الاجتماعية، السياسية القانونية، الاقتصـادية، و أن الضبط الإداري والضبط القضائي، والمسؤوهلية الضبط الاجتماعي، بما تمتلك من وسائل تتميز بهـا ناك دور أساس للمؤسسة الشرطية في عمعن وسائل الضبط الاجتماعي الأخرى. وتبين أن هناك عدة وسائل ضبط لأداء منتسبي المؤسسـة النزاهة والشفافية كمتطلب أساسي لتحقيق التنمية، و الحالشرطية، الأمر الذي يسهم في تعزيز قيم د وهذا بحد ذاته دور اجتماعي تنمـوي، ووسـائل الضـبط من هجرة العقول والشباب الفلسطيني، ا المؤسسة الشرطية هي نفسها وسائل للوقاية من الجريمةالاجتماعي التي تستخدمه . كما أوصت الدراسة لى إدراج ثقافة و مبادئ وقيم الأمن الإنساني، الاقتصادي، بضرورة العمل عالاجتماع.ي،....ل، والوقاية من الجريمة، مفهوم المواطنة، سيادة القانون الخ، مفهوم الأمن الشاملمواطن ووجباته في المقررات المدرسية والجامعية، والى حقوق االاستفادة من المناهج والأنشطة اللاصفية في المدارس في تعزيز الأمن،والى أهمية إحداث الشرطة المجتمعية. ودعت الى تعزيز مفخاطر والتهديدات التي تمس بالمجتمع، التقدير والاعتراف هوم الشراكة، والتعاون في درء الممؤسسة الشرطية، من خلال إقامة الاحتفالات التكريمية لتلك المجتمعي للمؤسسات المشاركة مع الالمؤسسات. وأوصت روح القانون وليس نصية القانون والتأكيد على إن القاالتوعية على تطبيقنون والتوكيد على إن الجهاز التنفيذي الذي تمثله المؤسسة وجد لخدمة المجتمعات وليس لعقابها، الشرطية جهاز إنساني قبل أي شي أخر. تؤديها المؤسسة الشرطية، والى ذكر المعوقات التي تحد وخلصت الدراسة إلى نتائج الأدوار التيمن دورها في مساعدة مؤسسات المجتمع المدني على أداء دورها التنموي

ترجمة الملخص

This study took place in the period between 1/5/2009 – 30/11/2010, the society of the study was represented by: heads of specialized administrations, headquarters managers of the governorates, sub police station managers in addition to 90 managers of civil institutions in the West Bank except Jerusalem governorate.The study problem: ( the role of the police institution in helping civil society institutions carrying out their developmental role. The study aimed at recognizing the policing role from the viewpoint of its managers as well as the managers of the civil institutions and answering the relevant questions concerning the nature of the relation between both institutions in terms of security, social, economical, political and lawful development. Presenting suggestions that contribute in developing its role ,stopping on the most prominent impediments that affect the performance of police in assisting civil society institutions in performing their developmental role. The researcher used the descriptive approach ,interviews and questionnaire to accomplish her study, as well as review of literature base. The questionnaire was directed to the above mentioned police managers and civil society institutions in West Bank , at the end she analyzed the results and treated them statistically and presenting them by SPSS using test of variance, Correlation and LCD Test. The study results revealed that the police institution role in assisting civil society institutions carrying out their developmental role was (Very Good). Hitting percentage of the response of police institution (86.0) , (80.8) to civilian ones.The interviews revealed that there is a relation between both institutions based on: cooperation, partnership, integration, characterized by confidence. Also, it revealed that there are serious trials to upgrade the level of cooperation and coordination between both institutions by creating common bodies to solve issues and finding memoranda of understanding to manage the shared relationship.It became clear that police foundation role is not limited to serving society and enforcement of law, but it has a fruitful role, and the service it presents has its own reactions on the entire society, contribution of the citizens helped in detection of crime. Police service has its importance a the political level which contributes in gaining stable environment to open embassies, delegation of diplomatic missions, with the presence of the lawful framework that regulates the police institution in which it became committed to the enforcement of Palestinian Code of Criminal Procedures guaranteeing individual rights. And that the specialized administrations integrate with each other to offer the Palestinian citizen safety, security and stability aiming at accomplishing the vision and the message of the police institution.It also became clear through the interviews done by the researcher that there is a mix between understanding the role of police institution and security institution by some civil institutions. Also there is weakness of constitutional awareness from certain society sectors about police role and its relation to development. On the other side there is development in the mechanisms of receiving complaints as well as internal, external accountability. There طare private actions carried out by police service without the contribution of the civil institutions.The results revealed that the police institution works on scientific and procedural way in settings of administrative and judicial procedures, social responsibility, legal and economical policy, social control via the available mechanisms that distinguishes it from other social control procedures.Also there are several control procedures to the performance of the police recruited staff which contributes to the enhancement of transparency, impartiality values, as a basic requirement to achieve development and limit the immigration of Palestinian youth and intellectuals. And this thing by itself is a social development role. The means of social control used by the police institution are means of prevention from crime.The study recommended the need to work on the inclusion of culture, principles, and values of human economical, social security ......etc the principle of comprehensive security, prevention from crime, the concept of citizenship, rule of law, citizen duties and obligations of school and university curricula benefiting from the extracurricular activities in enhancing security and the necessity of finding community policing, promoting the concept partnership, cooperation in the prevention of risks and threats that affect the community, social appreciation and recognition to the participating institutions with the police institution through the establishment of the celebrations honoring those institutions.Awareness on the application of law spirit not its exact text assuring that law was found to serve societies not to punish it. Assuring that the executive branch which is represented by the police institution is a humanitarian one before anything else.The study concluded the results of the roles performed by the police foundation and mentioning the obstacles that limit its role in assisting civil society institutions in performing its developmental role
