This study investigates the issue of the relationship between political Islam and the democratic system of government, using the Muslim Brotherhood movement in Egypt and the Justice and Development Party in Turkey (2011-2016) as models to answer the question of the extent of political Islam's contribution within its dynamic framework in supporting the democratic system of government. The study was divided into five chapters, each of which addressed a sub-question of the main issue, as follows: Chapter One: The conceptual side of the variables that constitute the research's problematic, namely (political Islam) and (the democratic system of government), was exposed within a cognitive, theoretical, and analytical approach that concludes the pattern of their intellectual and realistic relationship at the level of different political systems. Chapter Two: The experience of political Islam in Egypt within the components of the existing political system was exposed in stages, in an attempt to investigate the location of the democratic understanding of the regime's and the Islamic movement's political behavior. Starting with an intellectual and realistic glimpse of the emergence of political Islam and the crystallization of the Islamic movement in Egypt, he presented the most important features of Egypt's political system by following its development and the most important active forces in it, as well as its position and philosophy in dealing with the Islamic movement in general.Using the Egyptian regime's relationship with the Muslim Brotherhood movement as a model for testing the interactions and outcomes of political behavior between them across a complete path, from the emergence of the Muslim Brotherhood and the beginning of its involvement in political action to its arrival following subsequent developments (January 2011 revolution), the group exploited it to rule through their Freedom and Justice Party. Prior to the July 2013 coup and the removal of President Mohamed Morsi from the presidency. Chapter Three: This section of the research is concerned with the experience of political Islam in Turkey, with the goal of monitoring the position of democratic behavior in relation to the political reality of the regime and the Islamic movement, beginning with an intellectual and realistic glimpse of the emergence of political Islam and the crystallization of the Islamic movement in Turkey.Following that, an attempt is made to present the most important features of Turkey's political system by following its development, characteristics, and the most important forces influencing it, before clarifying the position of Then the Justice and Development Party emerged as a model for evaluating the party's political behavior and interactions with the secular establishment from its inception until it came to power (November 2002), an experiment that is still ongoing under President Erdogan's leadership as President of Turkey. Chapter Four: The political paths of the two experiments under study were assessed by mentioning the most significant achievements and failures of the Brotherhood Party - Freedom and Justice, and the THE PROBLEMATIC RELATIONSHIP BETWEEN POLITICAL ISLAM AND THE DEMOCRATIC SYSTEM OF GOVERNMENT: CASE STUDIES FROM EGYPT AND TURKEY (2011-2016) conservative Justice and Development Party during their rule, in order to determine the extent to which Islamic political parties can contribute to the establishment of a democratic institutional state.Based on that, a set of expectations was set in the future of the Egyptian Muslim Brotherhood movement and the Turkish Justice and Development Party in light of the existing challenges, and then a comparison was made between the Brotherhood's experience in power led by President Mohamed Morsi, and the Justice and Development Party's experience in power led by President Erdogan, using Michael Mann's Social Power theory.Following that, a monitoring of the most important positions of regional and international powers, particularly Western powers, who adopt the slogan "fighting the democratization of states" as the basis for their foreign policy from these Islamic experiments that came to power through elections. Whether they would truly support these legitimate democracies even if their interests were at odds. Chapter Five: It is an attempt to predict the future and prospects of political Islam and democracy based on the fact that the relationship between the political system and Islamic movements is tumultuous on the inside and that this type of political movement is watched with caution and fear on the outside. That it was justified by first bringing up the problem of the ego and the other from the point of view of the West, , and Muslims in general. Then, a set of requirements were taken from both sides in order to rebuild the dialogue between the two parties. After that, the most important problems and changes that could be made instead of making a new vision of political Islam in its changing context were talked about. Then, using what had been said, a set of possible futures and scenarios were made to push the ruling regimes and the Islamic movement toward more democracy. The thesis ended with a conclusion that summed up the most important things learned from the research and gave the answer to the question that was asked. In this way, the study stressed that the extent to which rational political Islam movements stick to their intellectual discourses, are realistic in their political programs, and are pragmatic determines how much they support the democratic model of government. By investing in opportunities and ingredients within a framework of awareness and knowledge, and by having positive interactions with the people and the different forces and political regimes at home and abroad, and by convincing them that their project does not pose a threat to their security and interests as it is being promoted. This can only happen if the political system is based on democratic legitimacy, political pluralism, and fair competition between the different forces. In addition to using force as a state tool, the Islamic movement shows its limits when it can control the internal conflicts that are a natural part of any social or political group. This is a behavior that forces the involvement of Islamic parties by showing their strength and experience as an important actor in society and the state.
