الملخص

هدفت هذه الدراسة إلى تقديم إطار نظري حول الإدارة الإلكترونية، وكذا الوقوف على التحديات التي تواجه تطبيقها في الحاضر والمستقبل، ودراسة عملية التحول من الإدارة التقليدية إلى الإدارة الإلكترونية، وتم إسقاط النظرية على واقع وتطلعات التطبيق في المؤسسات الجزائرية حالة للوصول إلى صورة لما ستحدثه عملية تطبيق الإدارة الإلكترونية من تغييرات على الإدارة في مختلف المؤسسات، بهدف الوصول لفهم واقع الإدارة الإلكترونية في بلادنا. ولتحقيق أهداف قمنا بتصميم استبيان خصيصاً لذلك ووزعناه على العينة المكونة من أفراد بالمؤسسات الجزائرية على اختلاف أهدافها، نشاطاتها وأحجامها، الأمر الذي يعطي أكثر مصداقية للبحث.وللإجابة على الإشكالية الرئيسية والتساؤلات الفرعية واختبار مدى صحة الفرضيات اعتمدنا على المنهج الوصفي التحليلي فجمعنا المعلومات اللازمة من مختلف الهيئات الوطنية والدولية إضافة إلى . spss الاستبيان، واستخدمنا الأدوات الإحصائية في التحليل والمناقشة وذلك بالاعتماد على برنامج البعد متأخرة في تطبيق الإدارة الإلكترونية رغم وعي موظفيها بفوائد تطبيقها، ويعود ذلك إلى من المعوقات( المعوقات التنظيمية والإدارية، المعوقات البشرية، المعوقات الفنية، المعوقات المالية والمعوقات الأمنية والتشريعية)، كما أن المؤسسات الجزائرية تسعى لإحلال تطبيقات الإدارة الإلكترونية محل التطبيقات القديمة المعتمدة وهذا ما يبشر بمستقبل أحسن من هذا الواقع.

ترجمة الملخص

This study aimed to provide a conceptual frame on e-management, as well as stand on the challenges facing the application in the present and the future, and the study of the process of transformation from traditional management to e- management, the theoretical study was dropped on the reality and the prospects of the application in the Algerian establishments, as a case study to get to the picture of what the application of e-governance will be stirred from changes to the management of the various institutions in the process, in order to reach to understand the reality of e-governance in our country. To achieve the objectives of the study we designed a special questionnaire and we distributed over the sample consisting of Algerian establishments of all their goals, their activities and their size, which gives more credibility to the search. To answer the main problem and sub-questions and test the validity of the assumptions we relied on descriptive analytical method by collecting the necessary information from various national and international institution in addition to the questionnaire, we used statistical tools in the analysis, discussion, and depending on the SPSS program. After the theoretical and practical study of the research authentication an assumptions reached a set of results that the reality of information and communication technologies that represent the infrastructure of e-management, is considered weak and do not stimulate the application of e-management in the Algerian institutions and this is what is indicated by the national and international statistical reports, although the efforts to develop it (notably Algeria e-project in 2013), and that the Algerian establishments are lagging in e- , although the awareness of its employees of the benefits of its application, due to a series of obstacles (regulatory and administrative obstacles, human constraints, technical constraints, financial constraints, security and legislative co ), and the Algerian establishment It seeks to substitute e-governance applications in the place of legacy applications and this is what the future bodes better than this reality.
