الملخص

تعد التنمية الاجتماعية أحد جوانب التنمية الرئيسية لكونها تتعلق بحياة وسلوك المجتمعات وافرادها حيث يمس هذا الموضوع جوانب رئيسية منها الصحة والتعليم والاقتصاد والرعاية والبنى التحتية التي تقدم الى افراد المجتمع . ومن أسباب تراجع التنمية الاجتماعية في العراق بصورة عامة وفي المجتمع الحلي بصورة خاصة راجع الى أسباب خارجية وهي الحروب المتتالية على العراق والى أسباب داخلية وهي الفساد الاداري أدى الى تعطيل التنمية الاجتماعية علاوة على الآثار المترتبة عليه من الناحية الاجتماعية والاقتصادية ومواجهة القيادات الكثير من المضايقات فتقل معنويتها وانتشرت هذه الظاهرة بعد 2003 حيث ادى انهيار الدولة الى الفوضى وتجاهل المشاركة الشعبية وظهور المحسوبية والمنسوبية وتجاهل التخطيط وعدم تحقيق العدالة الاجتماعية ادى هذا الى ضعف في أداء المؤسسات التنموية وكان من اهداف الدراسة هي التعرف على مفاهيم التنمية الاجتماعية وانواعها ومجالاتها ومعوقاتها ومن ثم وضع استراتيجية ذو تخطيط مبرمج لتطوير مجالات التنمية ,والتعرف على أهم التحديات التي تواجه التنمية الاجتماعية, والتعرف على اهم مشاكل التنمية التي تواجه العائلة العراقية عموما والعائلة في مدينة الحلة خصوصا وفي مجالات منها الاقتصادي , والمجال التعليمي , والصحة وغيرها , وقد استخدم الباحث مناهج متعددة في دراسته المنهج التاريخي, والوصف الاجتماعي, والمنهج المعرفي ,والمسح الاجتماعي لغرض الوصول الى بيانات حقيقية تغني موضوع دراستنا من أجل الوصول الى نتائج حقيقية حيث تم اختيار مركز قضاء الحلة لتمثيل عينة الدراسة وتم اختيار (5) مناطق سكنية من مركز قضاء الحلة والبالغ عدد سكانها الكلي (4500) حيث تم سحب عينة مقدارها 10% من المجموع الكلي والمتمثلة (450) مبحوث من ارباب الاسر بطريقة عشوائية قصدية حيث أظهرت الدراسة عدد من النتائج منها ما يخص البيانات الأولية ومنها ما يخص المعوقات الاقتصادية والتعليم والصحة وطبيعة الخدمات العامة ومن ابرز النتائج :1- لقد تبين من نتائج الدراسة وحسب متغير جنس المبحوثين ان النسبة الاعلى من الذكور وقد بلغت نسبتهم (57%) بالمقابل ان النسبة الأقل هي عند الاناث اذ بلغت (43%) من عينة الدراسة الكلية .2- لقد تبين من نتائج الدراسة ان غالبية عينة الدراسة من المتزوجين وبلغت نسبتهم (82%) وهي النسبة الأعلى بالمقابل ان نسبة العزاب غير المتزوجين (11%) وبلغت نسبة المطلقات (5%) من عينة3- لقد تبين من نتائج الدراسة ان غالبية عينة الدراسة هم من الحالة الاقتصادية الضعيفة اذ مثلت أعلى نسبة (69%) بالمقابل مثلت الحالة الاقتصادية الجيدة بالنسبة للمبحوثين هي النسبة الأقل إذ بلغت (11%) من عينة الدراسة .4- أن النسبة الأعلى من المبحوثين هو المعيل الوحيد لأسرته وبنسبة (85%), والنسبة الأقل ممن يساعدوهم بالإعالة ونسبتهم (15%) من العينة .5- لقد تبين من نتائج الدراسة , ان غالبية عينة الدراسة اجابوا بأن الخدمات التعليمية غير جيدة وبنسبة (96%) .6- لقد تبين من خلال الدراسة ان مستوى الخدمات الصحية المقدمة للمبحوثين غير جيدة وبنسبة (85%) وهي النسبة الأعلى من عينة الدراسة , في حين النسبة الأقل (15%) من إجابات المبحوثين بأن الخدمات غير جيدة.7- لقد تبين من نتائج الدراسة أن النسبة الاعلى من المبحوثين هم اصحاب الدخل الضعيف وبنسبة (74%) بينما بلغت نسبة أصحاب الدخل الجيد من المبحوثين (11%) من عينة الدراسة .8- لقد تبين من نتائج الدراسة ان التيار الكهربائي يؤثر 100% على التنمية الاجتماعية في مدينة الحلة .

Development is the processes of social change that occur in the social structure and its functions, for the purpose of satisfying the social needs of the members of society, as it means a process of social change for all traditional conditions in order to build and develop new ones in the nature of new relationships and created values, for the purpose of satisfying the desires and needs of the family and society, and developing their attitudes and giving. Towards social construction and growth, the development of the family is the development of society.Correctly, the means used must be real, effective means, and these means must be distributed according to a plan prepared in real terms, contributing to the development of a tactic that fully exploits all the tools at its disposal.It is noted that the social development process associated with economic development has been very declining in Iraq since the mid-seventies of the last century, especially with the beginnings of the Iran-Iraq war, the militarization of the Iraqi economy, and the exploitation of manpower and cadres on the military side, which led to an imbalance and a decline in various sectors, And what followed this warofanewwarin1991AD,aftertheeventsoftheentryoftheIraqiarmyintoKuwait, as Iraq was then subjected to a comprehensive blockade that affected the decline in economic development and thus social development, which negatively affected these events on the Iraqi family in all aspects.Accordingly, the social development process basically requires satisfying needs and demands, dealing with recent developments, mobilizing and exploiting human and material resources for the purpose of advancing a new social development reality that contributes to the development and advancement of the Iraqi family. Before we review the study chapters with their theoretical and field aspects, some difficulties that the researcher faced to complete the thesis must be mentioned1_Collectinginformationandemployingitinanappropriatemannerwiththecontent of the message. It took a lot of time and effort due to the lack of sources due to the novelty of the issue of the problem of social development and its repercussions on the Iraqi family.2_Theresearcherwasforcedtobuybooksandphotographstudiesrelatedtothe subject, and the researcher used the Internet service, and this cost the researcher sums.3_Preparingthequestionnairequestionsandthedifficultiesfacingcollectinginformation on the field side, especially the official approvals from the Hilla district and mayors for the Hilla neighborhoods.The thesis included six chapters divided into two main chapters, as the first chapter included the theoretical side and the second chapter the field side. .As for the second chapter, the reference framework for the study included three topics, the first is development in developed countries, the experiences of developed countries, development in developing countries, and the experiences of developing countries in development. approach to the topic.As for the third chapter, the problems of social development, it included three topics. The first topic is divided into the nature of social development, the types of social development, and the opinions of scholars. The second topic is the goals of social development, and the third topic is social obstacles.The other section of the thesis is the field aspect and it includes three chapters, including the fourth chapter called the methodological framework of the study. It is divided into the methodology of the study, the type of study, the community and sample of the study, the hypotheses of the study, the fields of study, data collection tools and statistical methods.As for the fifth chapter, it is divided into the first topic, describing the city of Hilla and the interviews, and the second topic, the statistical analysis of the initial data of the sample, and the axis of social development problems related to economic obstacles, education obstacles, health obstacles, and public services obstacles, and the third topic was concerned with hypothesis testing.The sixth chapter deals with the results and recommendations
