الملخص

تستغل عصابات الجريمة المنظمة ظواهر عصرية مثل العولمة وانفتاح الحدود بين بلدان العالم وأوجه التقدم التكنولوجي وتنتج عن هذه الجماعات الإجرامية أصنافا دائمة التغير من مخدرات ومؤثرات عقلية غير مشروعة وتتجر فيها كما تتجر في النساء والأطفال لأغراض السخرة والاستغلال الجنسي وتهرب المهاجرين غير الشرعيين عبر الحدود الوطنية وتصنع الأسلحة النارية والذخائر وتهربها وتمارس الاتجار غير المشروع في التحف الفنية الأثرية وغيرها من الأنشطة غير المشروعة، والجريمة المنظمة بذلك تولد العنف وتسبب للمجتمعات أذى شديدا وتغسل مبالغ هائلة من المال وتفسد الموظفين العمومين وتسيء استغلال النظم الاقتصادي والمالية وتعرضها للخطر، لذلك فان العمليات والنشاطات التي تقوم بها عصابات الجريمة المنظمة هذه تؤذي ملايين المواطنين في جميع أنحاء العالم لما لها من تأثير سلبي في المجتمعات يهدد الأمن الوطني والاستقرار الاجتماعي، وهذه المشكلة لا يمكن إن تتصدى لها الحكومات وحدها على نحو هادف أو من خلال الأشكال التقليدية للتعاون الدولي الظرفي في مجال منعها لهذا السبب فان بناء إطار ناجع ودائم لمكافحة الجريمة المنظمة بصورة جماعية هو الكفيل بالحد من أخطارها التي تزعزع استقرار المجتمعات إضافة إلى تحصين هذه المجتمعات بنشر الوعي فيها.

Today, The Crime Form, has witnessed great development from it’s simple form to another complicated one more regularity an accurency, and passed the individual project to make use of modern technologies, and even ties of alliances with other criminal organization. So through this thesis we have studied the organized crime and it’s Social dimensions for it make such a tremendous threat that leaves it’s negative impact on societies to the degree that this threat expands its impact to knock the illegal fortunes and it’s contribution in create corruption, and that’s why it threats the stability and security of societies. Therefor, the danger this criminal groups makes today, is different from that of the past days, and the reasons behind that is the changing context in which the organized crime operates now. In the middle of these risks, the collective security appears as an international and regional need for Imposing security and stability especially At the time that criminal groups grows continually. According to the above, This Thesis is divided into five chapters. The first chapter displays the most important definitions and concepts of organized crime. The second chapter related with the previous studies about the organized crime, while the Third one deals with the separation of inter-cross border crimes, in addition to the features and aspects of organized crime, and the Law stance against it as well as, the Activities of organized crime, The fourth chapter is deviated to the means of the organized crime and some of important factors such as Industrialization and modernization Mass media and the relation of terrorism with it as well as the mechanism to face it. Finally the fifth chapter deals with the study of social dimensions and developments in political and economic and cultural fields.
